(formerly Atkins North America, Inc.) for streetcar vehicle design engineering and production oversight consultant services for the Kansas City Streetcar Main Street Extension Project for a total contract amount of $ 5,287,208.87; authorizing an amendment in the amount of $274,481.00 with Alfred Benesch & Company for Resident Engineer/Construction Administration Services for the Kansas City Street Main Street Extension project for a total contract amount of $13,196,197.00; and recognizing this ordinance as having an accelerated effective date. Approval of the ordinance provides additional support services for the main street extension project construction. The ordinance authorizes two amendments in the amount of $19,243,423.00. The first amendment is with AtkinsRealis USA Inc. for street cars for vehicle design and engineering services. The second amendment is with Alfred Benesch & Company in the amount of $24,481.00 for resident Engineer/Construction Administration Services in relation to the project. Adv and Do Pass to the Council due back on 3/21/2024 Sponsor: Director of Public Works Department Declaring it necessary to change and re-establish the grades on portions of N.E. 48th Street, as well as to open, establish and dedicate Street Right of Way for Project Number 89008895, “N.E. 48th Street Improvements”, in Kansas City, Clay County, Missouri; and directing the City Clerk to cause a notice to be published as provided for herein; and directing the City Clerk to cause this ordinance to be recorded in the Office of the Recorder of Deeds for Kansas City, Clay County, Missouri. 240281 -Nicholas Bosonetto, Public Works Department and Aaron Young, Hunt Midwest, presented on this ordinance. Approval of the ordinance is to change and re-establish the grades on portions of NE 48th Street as well as to open, establish and dedicates street right-of- way for NE 48th Street improvements. Funds have been previously appropriated for the project. Adv and Do Pass to the Council due back on 3/21/2024 Sponsor: Director of General Services Department Authorizing the Director of General Services to execute a ten (10) year lease agreement with an option to renew for additional ten (10) years with Grayson Communities, LLC or an affiliated entity for the property located at 1534 Charlotte, Kansas City, MO 64108 to be used as a private parking lot supporting its adjacent development project located at 1531 Holmes Street. 240279 - Ashley Wise, General Services Department presented on this ordinance. The ordinance was held for one-week March 27, 2024. A motion was made that this Ordinance be Adv and Do Pass to the Council, due back on 3/21/2024. The motion carried by the following vote: Sponsor: Director of General Services Department COMMITTEE SUBSTITUTE Authorizing the Manager of Procurement Services to execute one-year indefinite Page 2 of 5 Transportation, Infrastructure and Meeting Minutes March 20, 2024 Operations Committee delivery/indefinite quantity construction contracts (No. EV3052) that may exceed $1,000,000.00 with Mark One Electric Co, Inc., Vazquez Commercial Contracting, LLC, and Alpha Energy and Electric, Inc. to provide electrical maintenance and repair services at various City-owned facilities; Manager of Procurement Services shall report back to Council the contractors’ performance ninety days prior to the expiration of each term; and authorizing the Manager of Procurement Services to execute contract amendments and exercise the City’s five one-year renewal options with additional Council authorization. 240282 - Cory Burress, General Services Department, presented on this ordinance. The ordinance approves a contract with Mark One Electrical, Vazquez Commercial Contracting, and Alpha Energy in the amount of $1,000,000.00. The City will see better service and response for the electrical repairs across city facilities. This is a city-wide facility and repair contract to be used by any department in any city owned building. Funding for these projects will be recognized and used as needed from existing appropriations from various funds in various departments. There was thorough discussion regarding he fine one-year renewal option without council’s approval and reporting back to the council regarding the contractor’s performance 90 days prior to the expiration date. A committee substitute was submitted indicating these changes. A motion was made that this Ordinance be Adv and Do Pass as Cmte Sub to the Council, due back on 3/21/2024. The motion carried by the following vote: Sponsor: Director of General Services Department COMMITTEE SUBSTITUTE Authorizing the Manager of Procurements Services to execute a one-year indefinite delivery/indefinite quantity construction contract (No. EV3040) that may exceed $1,000,000.00 with Gunter Construction Company, to provide various repairs including but not limited to sidewalks, curbs, and installation of traffic calming devices; Manager of Procurement Services shall report back to Council the contractor’s performance ninety days prior to the expiration of each term; authorizing the Manager of Procurement Services with city council authorization to amend and extend the contracts; and recognizing this ordinance to have an accelerated effective date. 240283 - Cory Burress, General Services Department and Bob Evans, Public Works Department, spoke on this ordinance. The ordinance is a contract with Gunter Construction Company in the amount which may exceed $1,000,000 to provide repairs to sidewalks, curbs and installation of traffic calming devices. There was thorough conversation from committee member expressing concerns about the project. A motion was made that this Ordinance be Adv and Do Pass as Cmte Sub to the Page 3 of 5 Transportation, Infrastructure and Meeting Minutes March 20, 2024 Operations Committee Council, due back on 3/21/2024. The motion carried by the following vote: Sponsor: Councilmember Melissa Robinson RESOLUTION - Directing the City Manager to develop a plan to provide adequate transportation and other job access support to KCI for neighborhoods experiencing high poverty rates; to include strategies for funding that meet FAA requirements; evaluate for consistency with other legal requirements; and report the plan back to Council within 180 days. 240293 - Councilwoman Robinson, presented on this resolution. The resolution directs the City Manager to develop a plan in providing suitable transportation for neighborhoods that has high poverty levels to allow residents to obtain jobs at the airport. She gave a through overview and the purpose of the resolution, expressing support of the committee on the resolution. The City Manager is to report back to the Council within 180 days. A motion was made that this Resolution be Immediate Adoption to the Council, due back on 3/21/2024. The motion carried by the following vote: HELD IN COMMITTEE Sponsor: Director of Public Works Department Authorizing the Director of Public Works to execute a design professional services agreement with Burns & McDonnell Engineering Company, Inc. in the amount of $1,119,192.62 for consulting services for the Safe Roads and Streets for All planning and policy project. 240255 - Angie Laurie, Amy Water, Public Works Department, presented on this ordinance. Approval of the ordinance allow contract with Burns & McDonnel in the total amount of $1,119,192.62. This project has three main tasks: 1. Create a street design guide and update the Major Street Plan; 2. Perform a comprehensive speed limit review and 3. Update the Traffic Engineering and Operations Manual with a Vision Zero focus. A motion was made that this Ordinance be Adv and Do Pass to the City Clerk, due back on 3/21/2024. The motion carried by the following vote: ADDITIONAL BUSINESS 1.
