Page 1 of 5 Transportation, Infrastructure and Meeting Minutes March 27, 2024 Operations Committee 240303 - Pete Fullerton, Adam Freeman, Aviation Department, spoke on this ordinance. The ordinance approves a first amendment in the amount of $632,625 with Siemens Industry for an exiting fire alarm systems and replacement of the firm alarm in outbuildings at KCI Airport. The original agreement (230704) will remove existing fire alarm system and permits the contractor to procure spare parts not to exceed 10% of the total contract. The contract began in February 2023 and will end no later than February 2028. Adv and Do Passto the Council due back on 3/28/2024 Sponsor: Director of the Aviation Department Authorizing a First Amendment to Concession Agreement with Smarte Carte, Inc., Contract No. 6222090042; and estimating revenue in the amount of $680.29 to the Aviation Fund. 240304 - Pete Fullerton and Adam Freeman, Aviation Department, spoke on this ordinance. The ordinance approves a contract with Smarte Carte for revenue in the amount of $680.29 to the Aviation fund (total estimated revenue of $33,334.00). The Smarte Carte’s will be at two locations at the airport (departure level and commercial curb drop-off). The lease agreement will expire in April 2028. Adv and Do Pass, Consentto the Council due back on 3/28/2024 Sponsor: Director of the Aviation Department Appropriating $759,994.00 from the Unappropriated Fund Balance of the Aviation Fund; authorizing a First Amendment with Schindler Elevator Corporation for additional labor and overtime rate adjustments at Kansas City International Airport; and authorizing the Director of Aviation to expend an amount not to exceed $11,315,237.80 to satisfy the costs of the contract subject to the appropriation of funds. 240310 - Pete Fullerton and Adam Freeman, Aviation Department, spoke on this ordinance. The ordinance approves additional funding ($759,994.00) with Schindler Elevator Corporation for additional labor and overtime rate adjustments at the airport not to exceed the amount of $11,315,237.80. The contract began January 2023 and to be completed no later than April 2028. A motion was made that this Ordinance be Adv and Do Pass to the Council, due back on 3/28/2024. The motion carried by the following vote: WATER DEPARTMENT Sponsor: Director of Water Services Department Authorizing a $250,000.00 design professional services contract Amendment No. 2 with Lamp Rynearson, Inc., for the Upper Rush Creek and Weatherby Lake No. 2 Page 2 of 5 Transportation, Infrastructure and Meeting Minutes March 27, 2024 Operations Committee Pump Stations project; authorizing an extension of the term of Contract No. 1144 for an additional 1,307.5 days (approximately 3.58 years) for a total term of 3,492 (approximately 9.56 years) for a total contract amount of $1,300,000.00; and recognizing this ordinance as having an accelerated effective date. 240311 - Blake Anderson, Water Department, spoke on this ordinance. The ordinance authorizes a $250,000,00 (Contract No, 2) with Lamp Rynearson for the Upper Rush Creek and Weatherby Lake No.2 pump stations. The ordinance also extends the term of the contract for an additional 1,307.5 days totally 3,492 days. The total contract amount of $1,300,000.00. Two public meeting were held to discuss how the reliability of the wastewater system would improve and final design of the pump station. A motion was made that this Ordinance be Adv and Do Pass to the Council, due back on 3/28/2024. The motion carried by the following vote: Sponsor: Director of the Water Services Department Authorizing a $10,270,001.72 construction contract with Mark One Electric Company, Inc., for the Wastewater SCADA System Improvements Phase 2 project; authorizing a maximum expenditure of $11,300,000.00; authorizing a $2,043,121.00 design professional services Amendment No. 3 to Contract No. 1443, for the Wastewater SCADA project with Black & Veatch Corporation, for a total contract amount of $6,731,108.00; authorizing an extension of the term of Contract No. 1443 for an additional 365 days for a total term of 3,823 days (approximately 10.47 years); and recognizing this ordinance as having an accelerated effective date. 240312 Blake Anderson, Water Department, spoke on this ordinance. The ordinance approves a contract with Mark One Electric Co in the amount of $10,270,001 for wastewater improvements project. This project is for the installation of new equipment and software to establish a city-wide wastewater SCADA system. Phase 1 of the project established the communications support for the wastewater SCADA network and connected the first ten facilities. Phase 2 will connect the remaining wastewater facilities to the SCADA network and upgrade hardware/software as needed to run on the new platform (PlantPAX). A motion was made that this Ordinance be Adv and Do Pass to the Council, due back on 3/28/2024. The motion carried by the following vote: ROBINSON Sponsor: Councilmember Melissa Robinson COMMTTEE SUBSTITUTE Amending Chapter 3 of the Code of Ordinances of the Kansas City, Missouri, Contracts and Leases, by repealing Section 3-31, Contract Award, and enacting in lieu thereof a new section of like number and subject matter that requires departments to reevaluate qualifications by going through the architect and Page 3 of 5 Transportation, Infrastructure and Meeting Minutes March 27, 2024 Operations Committee engineering selection committee process if the highest ranked proposer’s contract amount exceeds $700,000.00 for design professional contracts or $7,000,000.00 for design-build contracts and codifying a state law change. 240324 - The ordinance was held for two weeks April 10, 2024. A motion was made that this Ordinance be Hold on Agenda. The motion carried by the following vote: HELD IN COMMITTEE Sponsor: Director of General Services Department Authorizing the Director of General Services to execute a ten (10) year lease agreement with an option to renew for additional ten (10) years with Grayson Communities, LLC or an affiliated entity for the property located at 1534 Charlotte, Kansas City, MO 64108 to be used as a private parking lot supporting its adjacent development project located at 1531 Holmes Street. 240279 - Ashley Wise, General Services Department and Michael Collins, Grayson Capital LLC. The ordinance was held in committee from the prior week (March 20, 2024). The ordinance is a lease agreement with Grayson Capital, LLC. The ordinance pertains to a parking lot located at 1531 Charlotte. The lessee will be responsible for repaving restriping and fencing (all maintenance repair). The lease is to start October 1, 2024. Committee had concerns regarding the length of tine of the lease, those concerns were addressed. A motion was made that this Ordinance be Hold on Agenda.
