Sponsors: Director of Public Works Nicolas Bosonetto, Public Works Department and Aaron Schmidt, Hunt Midwest, presented. This ordinance allocates funds from the Arterial Street Impact Fee District A towards two projects: 1). Allocating $1,698,930.60 for the construction of N Mexico City Ave from NW 132nd St to NW 136th St to provide funding in conjunction with a Missouri Industrial Site Development Grant that was received by Port KC. 2). Allocating $200,000.00 for the conceptual design of improvements to N Platte Purchase Dr. from NW 104th St to NW 95th St to speed up the design and construction schedule of the project within the Platte Purchase TIF boundaries. The main features of the projects include: access to I-29, I-435, I-70 and I-35; last stop for FedEx, UPS and USPS; access to mega site and KCI Air Cargo; manufacturing distribution, e-commerce office, technology; on-site utilities for transmission water line; waste water treatment plant and twenty million industrial space Adv and Do Pass Aye: Chairperson O'Neill, Vice Chair Robinson, Councilmember Bunch, Councilmember Duncan and Councilmember French Page 2 of 8 Transportation, Infrastructure and Meeting Minutes - Final-Revised April 10, 2024 Operations Committee 240334 Sponsor: Director of the Public Works Department Expressing the City Council’s support for the City’s grant application for the Bridge Investment Program (BIP) Project in the amount of $36,981,958.00, which would require local matching funds up to the amount of $9,245,490.00, and directing the City Manager to submit the application for the Bridge Investment Program. Sponsors: Director of Public Works Nicolas Bosonetto, Eric Falk, Public Works, and Jill Lawler, Mayor’s Office, presented. This resolution is for a grant agreement with the US Department of Transportation. These bridges are eligible for a US Department of Transportation grant through the Bridge Investment Program (BIP) that funds projects at 80% federal and requires a 20% local match Public Works has identified nine priority bridges that’s in need of reconstruction or rehabilitation. The total cost is $46.7M. Kansas City currently has appropriated $16.2M for four of these bridges. The City is looking to leverage these local funds by completing nine bridges while using only 58% of the funds. The bridge projects will incorporate sidewalks and bicycle facilities. Immediate Adoption as a Committee Substitute Aye: Chairperson O'Neill, Vice Chair Robinson, Councilmember Bunch, Councilmember Duncan and Councilmember French 240335 Sponsor: Director of Public Works Department Accepting the recommendations of the Public Works Standards Committee regarding certain amendments to the Public Works Standards and Design Criteria to be used in the construction of public improvements and the development of land or subdivision plats. Sponsors: Director of Public Works Mark Montgomery, Public Works Department, presented. This ordinance is for the approval that accepts the recommendations of the Public Standards Committee to be used in the construction of public improvements and development of land or subdivision plats. The following standards improvements are as follows: Speed Humps; Raised Crosswalk; Raised Intersection; ADA Ramps; Chicane; Pavement Proof Roll and Alley’s. Sponsors: Director of Public Works Jason Waldron, Nicholas Bosonetto and Todd LaTorella, Public Works Department, presented. This resolution expresses support of matching funds for various Mid America Regional Council (MARC) federal programmatic funds that will construct or rebuild eight city roadways, pedestrian bridges and intersections. The grants being requested totals about $55,300,000 with a 20% local match totaling $12,200,000. Public Works Department has identified eight priority roadway, signal and pedestrian bridges that in need of reconstruction. These projects are eligible for the federal transportation funds managed through MARC. The projects will incorporate sidewalks and bicycle facilities, spur economic activity, and replace aging infrastructure. Immediate Adoption as a Committee Substitute Aye: Chairperson O'Neill, Vice Chair Robinson, Councilmember Bunch, Councilmember Duncan and Councilmember French 240339 Sponsor: Director of Public Works Department Authorizing amendment No. 3 with McClure Engineering Company in the amount of $325,759.00 for completion of the design for Holmes Road from Blue Ridge to 137th Street Roadway Improvements (Project Number 89008543) for a total contract amount of $902,259.00 and recognizing this ordinance as having an accelerated effective date. Sponsors: Director of Public Works Nicholas Bosonetto, Public Works Department, presented. The ordinance is a contract with McClure Engineering Company in the amount of $325,759.00 for the final design of Holmes Road Improvement from E. Blue Ridge Blvd. to E 135th St. for a total contract amount of $900,259.00. The reconstruction of the Blue Ridge/Holmes Rd. intersection and widening of Holmes Rd., which will address the many needs for this corridor including curb and gutter, sidewalk, new efficient street lights, storm sewer, safer pedestrian access, and improved traffic flow and safety. Held until 4/17/2024 Hold on Agenda Aye: Chairperson O'Neill, Vice Chair Robinson, Councilmember Bunch, Councilmember Duncan and Councilmember French CITY MANAGER OFFICE 240331 Sponsor: Councilmember Eric Bunch RESOLUTION - Directing the City Manager to develop a comprehensive plan to resurface deteriorating alleyways including certain criterion and to report back to Council within 45 days; and directing the City Manager to estimate the additional costs necessary to enact the plan and prepare an Ordinance appropriate such funds within 45 days. Sponsors: Bunch Councilman Bunch, presented. This resolution was presented as a committee substitute. The resolution directs the City Manager to develop a plan regarding deteriorating resurface/improvement of alley ways in a full snow removal plan. and report back to the city council in 90 days. The committee supports the resolution. There was considerable discussion on the resolution. Sponsors: Rea and Bunch Andy Shively, Water Department, presented. The ordinance authorizes a contract with Burns & McDonnell in the amount of $2,741,000 for the Dr. Jeremiah Cameron Park and Westport Storm water Improvements project. The purpose of the project is to implement storm water improvements to alleviate frequent flooding in Westport and reduce sewage overflow. The term of the project is 245 days. Sponsors: Director of General Services Ashley Wise, General Services, presented. This ordinance authorizes the Director of General Services to execute a 10-year lease agreement with Grayson Capital LLC. (starting October 2024 - September 2034). The parking lot lease supports the adjacent development at 1531 Holmes. Improvements will include repaving, restriping and fencing. The lessee will be responsible for all maintenance and repair. Annual revenue is estimated to be $7,200.00. The ordinance has been held in committee for several weeks and all the requirements have been met.
