Page 1 of 6 Transportation, Infrastructure and Meeting Minutes April 17, 2024 Operations Committee 240357 - Andy Shively, Water Department, spoke on this ordinance. Approval of the ordinance will authorize the transfer of $497,00.00 The ordinance is necessary in order to transfer funds from one GO Bond account in Public Works to a GO Bond account in Water Services. This project is for flood control work for the Wornall Road Bridge over Indian Creek Hydraulic restriction removal. The reason for the emergency contract was because the Wornall Road bridge did not have enough clearance between the bottom of the bridge beams to the existing ground elevation. SHEDIGS IT, LLC has been selected to do the work as they had completed emergency repairs to water utility infrastructure in the area and is familiar with the site and city’s underground utilities under the bridge to complete the improvement before the spring flooding season. A motion was made that this Ordinance be Adv and Do Pass to the Council, due back on 4/18/2024. The motion carried by the following vote: Sponsor: Director of Public Works Department Authorizing the Director of Public Works to execute $8,300,416.25 construction contract with J.M. Fahey Construction Company for Street Resurfacing from 63rd Street to South City Limits; and authorizing the Director of Public Works to increase this contract by up to thirty percent (30%) without further Council approval. 240375 - Mark Montgomery, Public Works Department spoke on this ordinance. The ordinance approves a contract with J.M. Fahey Construction Company in the amount of $8,300,416.25 for street resurfacing from 63rd Street to the south city limits. It will also authorize Public Works to increase the contract by up to thirty percent (30%) without further council’s authorized approval. A motion was made that this Ordinance be Adv and Do Pass to the Council, due back on 4/18/2024. The motion carried by the following vote: Sponsor: Director of Public Works Department Authorizing the Director of Public Works to execute $9,811,395.00 construction contract with Superior Bowen Asphalt Company, L.L.C. for Street Resurfacing North of the Missouri River; and authorizing the Director of Public Works to increase this contract by up to thirty percent (30%) without further Council approval. 240376 - Mark Montgomery, Public Works Department, spoke on this ordinance. The ordinance approves a contract with Vance Brothers, Inc. in the amount of $2,625,000.00 for city wide street crack sealing. It will also authorize Public Works to increase the contract by up to thirty percent (30%) without further council’s approval. A motion was made that this Ordinance be Adv and Do Pass to the Council, due back on 4/18/2024. The motion carried by the following vote: Sponsor: Director of Public Works Department Authorizing an agreement not to exceed $70,851,783.00 with the Kansas City Area Transportation Authority (KCATA) to provide fixed route, paratransit and on-demand transit services and certain specialized services for the City of Kansas City, Missouri between May 1, 2024 and April 30, 2025; directing the City Manager to work with KCATA to develop, review and implement the Zero Fare program; and directing the City Manager to work collaboratively to advance and implement FY24-25 transit priorities. 240378 -Held until April 24, 2024. A motion was made that this Ordinance be Hold on Agenda. The motion carried by the following vote: Sponsor: Director of Public Works Department Authorizing the Director of Public Works to execute $8,611,041.25 construction contract with J.M. Fahey Construction Company for Street Resurfacing from the Missouri River to 63rd Street; and authorizing the Director of Public Works to increase this contract by up to thirty percent (30%) without further Council approval. 240387 Mark Montgomery, Public Works Department, spoke on this ordinance. This ordinance approves a contract with J.M. Fahey Construction Company in the of $8,611,041.25 for street resurfacing from the Missouri River to 63rd Street. Also authorizing Public Works to increase the contract by up thirty percent without further council’s approval. A motion was made that this Ordinance be Adv and Do Pass to the Council, due back on 4/18/2024. The motion carried by the following vote: Sponsor: Mayor Quinton Lucas COMMITTEE SUBSTITUTE RESOLUTION - Expressing the City Council’s desire that the Kansas City Police Page 3 of 6 Transportation, Infrastructure and Meeting Minutes April 17, 2024 Operations Committee Department provide the Council with traffic fatality notifications; and directing the City Manager to prioritize high injury networks in vulnerable communities when making the City’s infrastructure applications for federal and state funding. 240358 - Melesa Johnson, Mayor’s Office gave an introduction of Police Department staff and an overview of the resolution. Major Jamie Asper, Police Department, gave an overview of what traffic problems have occurred regarding fatalities. He stated that the police department looks forward in working with the City to reduce traffic fatalities. The most common issue for traffic fatalities are speeding over the speed limit. (120/130 mph) and under the influence of alcohol. Bill Johnson, gave an overview of the Monthly Traffic Summary Report. The report states that there are several city-wide traffic crashes each month. They are also seeing high speeds with a lack of driver’s wearing seat belts. Committee members expressed their concerns regarding the report and high-speed traffic and the cause of crashes within the city. Committee members also expressed their concerns regarding Vision Zero (see resolution 200019) being a part of the resolution and the report being broken down by mode and given quarterly and how enforcement of the law is in place. A motion was made that this Resolution be Immediate Adoption as a Committee Substitute to the Council, due back on 4/18/2024. The motion carried by the following vote: HELD IN COMMITTEE Sponsor: Councilmember Melissa Robinson COMMTTEE SUBSTITUTE Amending Chapter 3 of the Code of Ordinances of the Kansas City, Missouri, Contracts and Leases, by repealing Section 3-31, Contract Award, and enacting in lieu thereof a new section of like number and subject matter that requires departments to reevaluate qualifications by going through the architect and engineering selection committee process if the highest ranked proposer’s contract amount exceeds $700,000.00 for design professional contracts or $7,000,000.00 for design-build contracts and codifying a state law change. 240324 - Councilwoman Robinson spoke on ordinance. This ordinance changes the requirement for the Architect and Engineering Selection Committee award process for design professional contracts and design-build contracts. The design professional contracts that is estimated to not exceed $600,000.00 (if the cost proposal from the highest ranked firm is an amount that exceeds $700,000.00, the director cannot recommend award and the director is required to convene an architect and engineering selection committee, beforehand the director was authorized to award a contract when the highest rank proposal exceeded the $600,000.00 estimate. Design-Build contracts that are estimated to not exceed $6,000,000.00: (If the cost proposal from the highest ranked firm is an amount that exceeds $7,000,000.00, the director cannot recommend award and the director is required to convene an architect and engineering selection committee. Before, the Director was authorized to award contract when the highest rank proposal exceeded the $6,000,000.00 estimate. The motion carried by the following vote: Page 4 of 6 Transportation, Infrastructure and Meeting Minutes April 17, 2024 Operations Committee Sponsor: Director of Water Services Department Authorizing a $6,045,610.00 construction contract with The Havens Construction Company, Inc., for the I/I Reduction: Northern Basin Project 1 project; authorizing a maximum expenditure of $6,651,000.00; authorizing a $759,000.00 design professional services Amendment No. 1 to Contract No. 1584 with George Butler Associates, Inc., for the I/I Reduction: Northern Basin Project 1 project for a total contract amount of $1,348,000.00; and recognizing this ordinance as having an accelerated effective date. 240330 Andy Shively, Water Department, spoke on this ordinance. The contract approves work with The Havens Construction Co. in the amount $6,045,10.00 for Reason for Contract I/I Reduction Northern Basin Project. The purpose of this project is to reduce inflow and infiltration (I/I) flows in the sanitary sewer system. The scope of the work is to replace 370 manholes, 29,000 linear feet (LF) of sewer main ranging in diameter from 8-inches to 24-inches, and 470 related services lateral connections. ADDITIONAL BUSINESS 1. There will be an update regarding WBE/MBE Goals. 2. There may be a general discussion regarding current Transportation, Infrastructure and Operations Committee issues. 3.
