Estimating revenue in the amount of $551,000.00 in the Capital Improvement Fund and
$1,400,000.00 in the Capital Improvements Grant Fund; appropriating the amounts to the
KCI Corridor Trail Segment 1 and Segments 2 and 3 project accounts; authorizing the City
Manager to execute a funding agreement with the Tax Increment Financing Commission;
authorizing two contracts with Radmacher Brothers Excavating Co., Inc. with a total value
of $2,987,556.03 for the construction of the KCI Corridor Trail Segment 1 and Segment 2
and 3 projects; and recognizing this ordinance as having an accelerated effective date.

Nicolas Bosonetto and Todd LaTorella, Public Works, presented. This ordinance
authorizes the Director of Public Works to enter into two contracts with Radmacher
Brothers Excavating Company, Inc. for the construction of the KCI Corridor Trail
Segment 1, as well as Segment 2 and 3 projects. The City has received two grants
for extending the KCI Corridor Trail from Old Tiffany Springs Road to NW 112th
Street. These projects have been administered through MoDOT’s LPA grant
program. Upon completion, the KCI Corridor Trail projects will establish a
multi-modal transportation corridor connecting various ATA transit hubs and routes
with neighborhoods that currently lack direct multi-modal transit connections.

total contract amount of $280,161.00; assessing the properties benefited; adding district
sewers for Sewer District 11040; and recognizing this ordinance as having an accelerated

collection; establishing an effective date for Section 1 of this Ordinance; amending Chapter
2, Article III, Code of Ordinances, by enacting a new Section 2-88, Response to illegal
dumping in the City’s right-of-way; and directing the city manager to report to the Council
within 60 days any barriers, and necessary funding requiring Council approval, for meeting
the standard outlined in Section 3 of this Ordinance.

bicycle-sharing program; authorizing the continued installation of bicycle stations within

agreement with Bike Share KC for the installation, management, and maintenance
of public bike sharing stations and bicycles. This ordinance would impact service
levels for people walking, bicycling, using transit and enhance the City’s
connectivity, resiliency, and equity through a better connected multi-modal
transportation system for all users.

Authorizing the City Manager to execute an Access and Use Agreement with the Port
Authority of Kansas City for the construction and maintenance of a trail extension along the
Missouri River.

Chase Johnson, PortKC, presented. This ordinance authorizes the City Manager to
execute an Access and Use Agreement with the Port Authority of Kansas City for
the construction and maintenance of a trail extension along the Missouri River. The
City currently owns unimproved real property adjacent to the Missouri River
commonly known as 52 Delaware Street and 10 Broadway Boulevard. This
property could be used to extend the Riverfront Heritage Trail from the Town of
Kansas Bridge to Liberty Street. The Port Authority of Kansas City is willing to
design, construct, operate, and maintain the trail extension at no cost to the City.
This ordinance and associated improvements would not increase service
responsibilities.
