Upon completion, the KCI Corridor Trail projects will establish a multi-modal transportation corridor connecting various ATA transit hubs and routes with neighborhoods that currently lack direct multi-modal transit connections. This ordinance would impact service levels for people walking, bicycling, using transit and enhance the City’s connectivity, resiliency, and equity through a better connected multi-modal transportation system for all users. This ordinance authorizes the City Manager to execute an Access and Use Agreement with the Port Authority of Kansas City for the construction and maintenance of a trail extension along the Missouri River. The City currently owns unimproved real property adjacent to the Missouri River commonly known as 52 Delaware Street and 10 Broadway Boulevard. This property could be used to extend the Riverfront Heritage Trail from the Town of Kansas Bridge to Liberty Street. The Port Authority of Kansas City is willing to design, construct, operate, and maintain the trail extension at no cost to the City. This ordinance and associated improvements would not increase service responsibilities.
