Sponsors: Rea and Patterson Hazley Councilmember Crispin Rea, and Michael Shaw, Public Works, presented. This resolution directing the City Manager is directed to develop and implement a public information campaign regarding new City policies and penalties aimed at addressing and deterring illegal dumping and new opportunities to lawfully dispose of trash and bulky items. Public Works is procuring an additional clam truck to rapidly address illegal dumping and Kansas City Municipal Court intends to create a new docket for the expected increase in illegal dumping cases. Adv and Do Pass 240458 Sponsors: Councilmembers Crispin Rea and Melissa Patterson-Hazley Amending Chapter 62, Code of Ordinances, Solid Waste, by repealing and replacing Section 62-89 for the purposes of improving illegal dumping enforcement and directing the City Manager to provide quarterly updates to the Finance, Governance, and Public Safety Committee on the implementation of this ordinance. Sponsors: Rea and Patterson Hazley Councilmember Crispin Rea, and Michael Shaw, Public Works presented. The ordinance is amending Chapter 62 of the Code of Ordinances Solid Waste to enhance enforcement against illegal dumping and requires the City Manager to provide quarterly updates to the Public Safety Committee on the implementation of this ordinance. Illegal dumping of waste on undeveloped parcels, Land Bank property, and vacant lots has a detrimental impact on the quality of life in affected communities. This resolution was sponsored by Councilmember Melissa Robinson in regard to approving an update to the Trails KC Plan as a guide for future shared-use trail development and corridor preservation within the City of Kansas City, Missouri; and authorizing the Director of Public works to adopt design and engineering standards. This ordinance is amending Chapter 62, Code of Ordinances Solid Waste, Article II, and Collection by City Sections 62-41, 62-42, and 62-45 to amend the City’s process related to introduction of curbside refuse collection. Illegal dumping in the City’s right-of-way negatively impacts residents and properties in the City. The City Council seeks to expedite the removal of illegally dumped items in the City’s right-pf-way, while considering City’s interest in first pursuing investigation, communication and enforcement options for the source of such dumping.
