Authorizing a $1,650,000.00 construction contract with Leath & Sons, Inc., for the Water
Department Emergency Transmission Water Main Repair project; and authorizing four
successive one-year renewal options for a maximum expenditure of $8,250,000.00 with
further City Council approval.

Jeff Martin and Ron Teaman, Water Department, presented. This ordinance authorizes the
Director of Water Services to execute a construction contract with Leath & Sons for the
Water Department Emergency Transmission Water Main Repair Project. KC Water is
undertaking this project to make scheduled and emergency repairs to the transmission water
mains throughout the City’s water distribution system. This project, to be provided under
this contract, will include scheduled and emergency transmission water main repairs to the
City’s water distribution system. This ordinance also authorizes the Director of Water
Services to execute four successive one-year renewal options for this contract with
additional City Council approval. A copy of the presentation is available in the office of the

Authorizing a $4,619,205.00 design professional services contract with HDR Engineering,
Inc., for the South Water Supply Resiliency Water Treatment Plant project.

Jeff Martin and Blake Anderson, Water Department, presented. This ordinance authorizes
the Director of Water Services to execute a design professional services contract with HDR
Engineering, Inc. for the South Water Supply Resiliency Water Treatment Plant. This
project aims to increase the resiliency of the Water Utility by providing backup capacity in
case of plant outages at the main water treatment plant and other adverse events. The new
plant will be constructed to meet proposed regulations, which will require higher levels of
treatment. The new water treatment plant’s capacity can be utilized to allow reduced
capacity at our existing Briarcliff water treatment plant to aid in meeting new regulatory

Authorizing a $194,728.76 construction contract Change Order No. 3 with SHEDIGS IT,
LLC, for the Water Main Replacement in the Area of Southwest Boulevard to Main Street,
W. 43rd Street to Pershing Avenue project for a total contract amount of $10,196,330.81.
Jeff Martin and David Poirier, Water Department, presented. This ordinance authorizes the
Director of Water Services to execute Construction Contract Change Order No. 3 with
SHEDIGS IT, LLC, for Water Main Replacement. The proposed of Change Order No.3 is
for restoration, addition of a 6-inch water service line, an emergency repair and a credit for
work not performed in the project area. This project will contribute to service level impacts
by replacing aging, break-prone water mains with new water mains and improving
distribution system reliability, increasing hydraulic conveyance capacity, and supporting fire
suppression. A copy of the presentation is available in the office of the City Clerk for
reference and review.
