This ordinance authorizes the Director of Public Works to amend Chapter 70, Code of Ordinances, titled “ Traffic and Vehicles” by rescinding Sections 70-42, 70-83, 70-592, 70-593, 70-594, and 70-596, and adding new section 70-402 titled “Event Parking”. This ordinance updates language pertaining to parking in the following ways: (a) Modernizes language around paying for parking. (b) Updates language regarding notification of impending immobilization for unpaid parking tickets. (c) Creates a specific authorization regarding Event Parking and Progressive Rate Parking. Sponsors: Director of Public Works and Parks-Shaw Nicolas Bosonetto, Jason Waldron, Public Works and Earl Harrison, HG Consulting, presented. This ordinance authorizes the Director of Public Works to execute a Design Professional Services Agreement with HG Consult, Inc. to initiate Phases I and II- Planning Environmental Linkages for the US 71 Hwy Reconnecting Neighborhoods MLK Jr. Boulevard to E. 85th Street Project. This project is funded through federal grant and local match and will fund a comprehensive study of the US-71(Bruce R Watkins) Corridor from MLK Boulevard South to East 85th Street. The first phase will include extensive public outreach, engagement, and communications with the affected communities and neighborhoods. The overall goal is to determine a community supported set of mitigations to improve quality of life, mobility, connectivity, safety, and health in the US 71 corridor. Oak Trafficway design from N.E. 42nd Street to N.E. 46th Street Road Improvements project; and recognizing this ordinance as having an accelerated effective date. This ordinance authorizes the Director of Public Works to execute a design professional services agreement with Kimley Horn for the N. Oak Trafficway design from N.E. 42nd Street to N.E. 46th Street Road Improvement Project. This project will include delivery of final design in conformance with MoDOT LPA requirements for federal funding. Design Improvements will include the addition of ADA compliant sidewalks, improved pavement, traffic and pedestrian signal improvements, and new street lighting. This will enhance the City’s connectivity, resiliency, and equity through a better connected multi-modal transportation system for all users.
