Pete Fullerton, Aviation presented. This ordinance authorizes the Director of Aviation to enter into
Lease Amendment No. 8 with Signature Flight Support. This amendment will modify the operator
agreement by removing approximately 60,000 square feet from Signature Flight Support's
leasehold to accommodate a new access road for a development area at the Charles B. Wheeler
Downtown Airport. This change supports the Aviation Department's objective to optimize asset
utilization and provide efficient and satisfactory services and facilities for passengers and visitors.

Service Line Assistance Program (“Program”) in the amount of $100,000.00 to support
Kansas City small businesses and low-income residential property owners with private
water service and sewer lateral line repairs; reducing appropriations in the Contingent
Appropriation of the General Fund by $100,000.00; appropriating that amount in the
General Fund for the purpose of the Water and Sewer Service Line Assistance Program;
authorizing the Director of Neighborhood Services to establish guidelines for the eligibility,
distribution and administration of the Program which will include the provision that the
expenditure of repairs to private water service and/or sewer lateral lines at any one
property shall not exceed $8,500.00; authorizing the Director of Public Works to exempt
street resurfacing requirements as promulgated in the City’s Street Restoration policy
(“SR-1”), authorized pursuant to the Code of Ordinances Section 64-125, “Standards for
backfilling excavations and resurfacing,” for private water service and sewer lateral line
repair projects approved pursuant to the Program; and directing the City Manager to review
options for future funding of the Program to include other revenues of the water and sewer
systems not generated from charges for water and sewer service.

through July 31, 2025, with the Metropolitan Energy Center (MEC); estimating revenue in
the amount of $146,922.00 in the General Grants Fund, Fund No. 2580; appropriating
$146,922.00 from the Unappropriated Fund Balance of the General Grants Fund, Fund No.
2580; and recognizing this ordinance as having an accelerated effective date.

Jensen Adams and Regan Tokos, City Manager Office presented. This ordinance authorizes
the City Manager to enter into a one-year contract with Metropolitan Energy Center from
August 1, 2024, to July 31, 2025. The purpose of this grant is to continue the
implementation of the Benchmarking help desk element of MEC’s Energy Works KC
program. The Department of Energy has agreed to repurpose previously granted funds for
this project. The objective of this initiative is to promote sustainable housing, enhance
resident well-being, and foster cultural diversity. A copy of the presentation is available in
the office of the City Clerk for reference review.
