Call To Order
Chair Mindel called the meeting to order at 4:02 p.m.
Roll Call
CM Bedford arrived at 4:03 p.m.
Present: 7 - Crystal Bedford, Gary Padesky, Jennifer Trost, Lisa Weston, Mackenzie
Mindel, Olivia Stine,Tamra Dickinson
Agenda Items:
25-1370 Resolution rescinding Resolution No. 2009-08-022 and discontinuing
invocation procedures for Common Council meetings.
A motion was made by Padesky, seconded by Weston, to OPEN public hearing.
The motion carried unanimously.
The following spoke: Maureen Freedland, Robert Freedland, Bryan McGrath,
Diana McGrath, Tim Trailer, Tom Sweeney, Shannon McKinney, Kael
Clemmerson, and Mario Hristov.
A motion was made by Weston, seconded by Padesky, to CLOSE public
hearing. The motion carried unanimously.
A motion was made by Mindel, seconded by Dickinson, that the Resolution be
RECOMMENDED TO BE ADOPTED to the Common Council on 1/8/2026. The
motion carried by the following vote:
Yes: 5- Trost, Weston, Mindel, Stine,Dickinson
No: 1- Padesky
Abstain: 1- Bedford

25-1405 AN ORDINANCE to amend Subsection 115-110 of the Code of Ordinances of
the City of La Crosse by transferring certain property from the Residence
District to the Special Residence District, allowing for the property at 1701
Onalaska Ave. & 1509 Rublee St. to return to use as a triplex.
A motion was made by Trost, seconded by Dickinson, that the Ordinance be
RECOMMENDED TO BE ADOPTED to the Common Council on 1/8/2026. The
motion carried by the following vote:
Yes: 7- Bedford, Padesky, Trost, Weston, Mindel, Stine,Dickinson
25-1469 AN ORDINANCE to amend Secs. 10-393 and 10-394 of the Code of
Ordinances of the City of La Crosse to include definitions and an exemption
for community pantries on private property.
Council member Padesky was excused from the meeting at 4:41 p.m.
A motion was made by Trost, seconded by Bedford, that the Ordinance be
RECOMMENDED TO BE ADOPTED to the Common Council on 1/8/2026. The
motion carried by the following vote:
Yes: 6- Bedford, Trost, Weston, Mindel, Stine,Dickinson
Excused: 1- Padesky
25-1471 Resolution requesting that the Wisconsin Department of Transportation
develop additional project alternatives for the Highway 53 Corridor Study that
maintain on-street parking and add bicycle facilities.
A motion was made by Bedford, seconded by Mindel, to OPEN public hearing.
The motion carried unanimously.
The following spoke: Paul Leithold & Kevin Hundt.
A motion was made by Trost, seconded by Weston, to CLOSE public hearing.
The motion carried unanimously.
A motion was made by Weston, seconded by Trost, that the Resolution be
RECOMMENDED TO BE ADOPTED to the Common Council on 1/8/2026. The
motion carried by the following vote:

26-0002 Resolution granting various license applications pursuant to Chapters 4, 6,
and/or 10 of the La Crosse Municipal Code for the license period 2025-2026
(January).
A motion was made by Weston, seconded by Dickinson, that the Application be
RECOMMENDED RESOLUTION APPROVING THE SAME to the Common Council
on 1/8/2026. The motion carried by the following vote:
Yes: 6- Bedford, Trost, Weston, Mindel, Stine,Dickinson
Excused: 1- Padesky
