How to Submit Public Comment
All persons attending or participating in City Council meetings, whether in person, remotely, or by written comment, must comply
with the Rules of Decorum set forth in La Puente Municipal Code section 2.04.120.
In Person: Complete a Speaker Request Form and submit it to the City Clerk before the first speaker has concluded their remarks
during the Oral Communications portion of the meeting. Each speaker is limited to three (3) minutes.
In Writing: Email your comment to cityclerk@lapuente.org no later than 2 hours prior to the meeting start time. Email comments
will be distributed to the City Council and become part of the official record for the meeting but will not be read aloud during the
meeting. Please include “PUBLIC COMMENT” in the subject line.

Availability
Materials distributed to a majority of the City Council regarding items on this agenda are available for public inspection at the
City Clerk’s Office at City Hall located at 15900 E. Main Street and on the City’s website at https://lapuente.org/agenda/.
Americans with Disabilities
In accordance with the Americans with Disabilities Act (ADA), individuals requiring special assistance to participate in a City
meeting or to access other City services should contact the City Clerk’s Office at (626) 855-1500. Providing at least 48 hours’
notice for regular meetings, 24 hours for special meetings, or as early as possible will help ensure reasonable accommodations.
Meeting Times
City Council meetings shall adjourn no later than 10:30 p.m., unless a majority of members approve a motion to extend the
meeting to consider remaining agenda items in accordance with the Ralph M. Brown Act (Ordinance No. 95-727).

Staff Recommendation: It is recommended that the City Council and Successor Agency waive the
reading and approve the Minutes of the City Council and Successor Agency meeting of June 23, 2026
and the Special meeting of July 8, 2026.
B. PUBLIC HEARINGS BEFORE THE CITY COUNCIL
B.1 CONTINUED FROM THE JUNE 23, 2026, REGULAR CITY COUNCIL MEETING
- INTRODUCTION OF AN ORDINANCE NO. 26-997 APPROVING MUNICIPAL CODE
AMENDMENT NO. 26-02 ESTABLISHING CITYWIDE OBJECTIVE DESIGN STANDARDS FOR
MULTIFAMILY AND MIXED-USE RESIDENTIAL DEVELOPMENT PROJECTS IN
ACCORDANCE WITH STATE LAW
Staff Recommendation: It is recommended that the City Council: (1) open the public hearing and receive
public testimony; (2) adopt Resolution No. 26-1597, accepting the Planning Commission’s
recommendation; (3) waive full reading and introduce Ordinance No. 26-997 and read by title only,
approving Municipal Code Amendment No. 26-21 establishing citywide objective design standards for
multifamily and mixed-use residential development projects in accordance with State law; and (4) direct
staff to file a Notice of Exemption for the project.
C. UNFINISHED BUSINESS OF THE CITY COUNCIL
C.1 DISCUSSION AND DIRECTION REGARDING NAMING RIGHTS FOR THE LA PUENTE
ANIMAL SHELTER/COMMUNITY DOG PARK/K-9 TRAINING CENTER AT 16550 OLD
VALLEY BOULEVARD
Staff Recommendation: It is recommended that the City Council discuss naming rights for the La Puente
Animal Shelter/Community Dog Park/K-9 Training Center and provide direction to Staff.
D. CITY COUNCIL AND SUCCESSOR AGENCY CONSENT CALENDAR
All matters listed under Consent Calendar are considered to be routine in nature and may be enacted by one motion
approving the recommendation listed on the Agenda. One or more items may be removed from the Consent Calendar so
that said item(s) may be discussed and considered individually by the City Council/Successor Agency, if a motion to
remove the item(s) is approved by an affirmative vote of a majority of the members of the City Council/Successor
Agency.
D.1 CONSIDERATION OF A RESOLUTION APPROVING WARRANT RESOLUTION NO. 26-6008
Staff Recommendation: It is recommended that the City Council and Successor Agency adopt Resolution
No. 26-6008 approving Warrant Register No. 1618.
D.2 CONSIDERATION AND AWARD OF EDUCATION SCHOLARSHIPS FOR FY 2026-2027
Staff Recommendation: It is recommended that the City Council approve the award of thirty-two (32)
scholarships for the 2026-2027 academic year in the amount of $500 each.
D.3 CONSIDERATION OF APPROVAL OF AMENDMENT NO. 1 TO THE PROFESSIONAL
SERVICES AGREEMENT WITH SIMPLE SOLUTIONS PSYCHOTHERAPY FOR
WRAPAROUND SERVICES UNDER THE YOUTH WORKFORCE DEVELOPMENT PROGRAM
Staff Recommendation: It is recommended that the City Council: (1) approve Amendment No. 1 to the
Professional Services Agreement with Simple Solutions Psychothery; and (2) authorize the City Manager

to execute all documents necessary to effectuate these agreements.
D.4 CONSIDERATION AND APPROVAL OF A RESOLUTION RESCINDING RESOLUTION NO. 26-
5993 AND ADOPTING THE CITY’S GANN APPROPRIATION LIMIT AND ESTABLISHING
CONTROLS ON CHANGES IN APPROPRIATIONS FOR THE VARIOUS FUNDS FOR FISCAL
YEAR 2026/2027
Staff Recommendation: It is recommended that the City Council adopt Resolution No. 26-6009
rescinding Resolution No. 26-5993 and adopting the City’s Gann Appropriation Limit for FY 2026-2027
and establishing controls on changes in appropriations for the various funds.
D.5 CONSIDERATION OF AN AGREEMENT FOR CONSTRUCTION SERVICES WITH BEST
CONTRACTING SERVICES, INC. FOR ROOFING IMPROVEMENTS AT THE LA PUENTE
COMMUNITY CENTER IN THE AMOUNT OF $791,069.00.
Staff Recommendation: It is recommended that the City Council: (1) approve the agreement for
construction services with BEST Contracting Services, Inc. for roofing improvements at the La Puente
Community Center in the amount of $791,069.00; and (2) authorize the City Manager to execute the
Agreement and approve change orders up to 10% of the original bid amount.
D.6 CONSIDERATION OF ACCEPTANCE OF A NOTICE OF COMPLETION FOR THE CONCRETE
PARKING AREA AT THE LA PUENTE COMMUNITY DOG PARK/KENNEL AND APPROVAL
OF FINAL PROJECT CHANGE ORDER IN THE AMOUNT OF $44,288.80
Staff Recommendation: It is recommended that the City Council: (1) accept the project as complete; (2)
authorize the City Clerk to execute the Notice of Completion; and (3) approval a final project change
order in the amount of $44,288.80.
D.7 CONSIDERATION OF ACCEPTANCE OF A NOTICE OF COMPLETION FOR THE PUBLIC
RESTROOM PROJECT AT THE LA PUENTE COMMUNITY DOG PARK/KENNEL
Staff Recommendation: It is recommended that the City Council: (1) accept the Project as complete; and
(2) authorize the City Clerk to execute and file the Notice of Completion.
E. NEW BUSINESS TO BE CONSIDERED BY THE CITY COUNCIL
E.1 CONSIDERATION OF A RESOLUTION RECITING THE FACTS OF THE CITY OF LA PUENTE
JUNE 2, 2026, CONSOLIDATED SPECIAL MUNICIPAL ELECTION; SECOND READING AND
ADOPTION OF ORDINANCE NO. 26-995, AN ORDINANCE OF THE PEOPLE OF THE CITY OF
LA PUENTE, CALIFORNIA INCREASING THE CITY’S EXISTING GENERAL PURPOSE HALF
PERCENT (1/2%) TRANSACTIONS AND USE TAX RATE TO A NEW RATE OF ONE PERCENT
(1%) AS CODIFIED UNDER CHAPTER 2.34 (PUBLIC SAFETY, VITAL SERVICES
NEIGHBORHOOD PROTECTION MEASURE) OF TITLE 2 (ADMINISTRATION) OF THE LA
PUENTE MUNICIPAL CODE; AND RESOLUTIONS IMPLEMENTING MEASURE LP
Staff Recommendation: It is recommended that the City Council: (1) adopt Resolution No. 26–6010
reciting the facts of the City of La Puente, June 2, 2026, Consolidated Special Municipal Election; (2)
waive the full reading and adopt Ordinance No. 26-995 and read by title only; (3) adopt Resolution No.
26-6011, Authorizing the City Manager to execute Agreements with the California Department of Tax
