SUMMARY OF PROCEEDINGS
CITY OF LAFAYETTE, COLORADO
City Council Workshop
May 27, 2025
Mayor Mangat opened the May 27, 2025, workshop of the Lafayette City Council at 5:35pm in the
Council Chambers at Lafayette City Hall, 1290 S. Public Road, Lafayette, Colorado.
Those attending in Council Chambers were Mayor Jaideep “JD” Mangat, Mayor Pro Tem Brian
Wong, and Councilors Tim Barnes, David Fridland, Crystal Gallegos, Nicole Samson, and Saul Tapia
Vega.
City staff included City Manager Kady Doelling, Deputy City Manager Megan Davis, City Attorney
Mary Lynn Macsalka, Assistant to the City Manager Alex Nelson, City Clerk Lynnette Beck,
Sustainability Director Elizabeth Bocon, Community Services Director Melissa Hisel, Interim Chief
Financial Officer Sarab Khalsa, Deputy City Attorney Erin Poe, Interim Chief Financial Officer Morgan
Walton, and Communications Director Debbie Wilmot.
Ryan Winger from Magellan Strategies was also present.
I. Capital Bond Measure Exploration – Public Engagement and Polling Report
Megan Davis, Ryan Winger, Debbie Wilmot, and Alex Nelson presented background on the
exploration, polling results, engagement activities and report, and next steps.
Council asked about the weighted survey data, the meaning of “statistical significance,”
comfort with the results based on the current level of economic uncertainty, target numbers
for measures with no tax increase, the costs for each project individually, debt service on the
Great Outdoors Waterpark, thoughts about respondents who indicated they didn’t have
enough information, public education strategies if measures are placed on the ballot,
respondents who would vote for a property tax increase of a lesser amount, and the
potential term of the bond.
Council discussed options for project grouping, the taxing mechanism, and priorities. Council
directed staff to prepare two options for a property tax increase: (1) an option with the
service center and recreation center grouped together in one measure and the civic center
as a separate measure, and (2) an option with all three projects in one measure.
II. Potential Board, Commission, and Committee Program Updates
Alex Nelson and Megan Davis reviewed recent changes to the recruitment process and
presented items for Council discussion, including term limits, board sizes, and having
alternate members.
Council asked about the percentage of board members who leave before the end of their
terms, demographics of members who stay on boards long term, whether term limits would
need to be consistently applied to all boards, term limits for the Sustainability and Resilience
Advisory Board, the role of boards, range of term lengths, and which boards have alternate
members.
Council discussed alternates, standardization of term lengths and term limits for all boards,
and board sizes. Council’s preference was to eliminate alternate members, cap board

membership at nine members, and solicit board input regarding term limits and term
lengths.
III. New Ideas
There were no new ideas presented.
The workshop was adjourned at 7:31pm.
