CEQA: The project qualifies for a categorical exemption pursuant to Section 15301 - Existing Facilities, in that the project consists of the repair, maintenance, or minor alteration of existing structures or topographical features, involving negligible or no expansion of existing or former use. CDP: The project does not require a Coastal Development Permit because it qualifies as exempt development pursuant to Laguna Beach Municipal Code Section 25.07.008. The proposed improvements consist of minor alterations to an existing single-family residence that do not constitute development requiring a Coastal Development Permit. The project also includes a Revocable Encroachment Permit for a driveway apron, entry walkways, site walls, irrigation, and planters within the public right-of- way, and a Variance to allow the reconstructed and expanded garage and associated roof eaves to encroach into the required side yard setback. CEQA: The project qualifies for a categorical exemption pursuant to Section 15301 - Existing Facilities, in that the project consists of the repair, maintenance, or minor alteration of existing structures or topographical features, involving negligible or no expansion of existing or former use and Section 15305 - Minor Alterations in Land Use Limitations in that a setback variance to encroach into the required side yard is proposed but would not result in the creation of a new parcel or any change in land use or density. CDP: The project is exempt from the requirement to obtain a Coastal Development Permit pursuant to Laguna Beach Municipal Code Section 25.07.008 because it qualifies as a minor remodel. Accordingly, the proposed development is exempt from Coastal Development Permit requirements. Staff Recommendation: Adopt Resolution 2026-1261 approving Design Review 2026- 1261, Revocable Encroachment Permit 2026-1262, and Variance 2026-1263 for the property located at 1590 Via Corsica and find said action categorically exempt pursuant to CEQA Guidelines Section 15301 and Section 15305. CEQA: The project qualifies for a categorical exemption pursuant to Section 15301 - Existing Facilities, in that the project consists of additions and minor modifications to an existing single- family residence within the existing footprint and a cantilevered deck extension and Section 15305 - Minor Alterations in Land Use Limitations in that the proposed improvements but would not result in the creation of a new parcel or any change in land use or density. CDP: The project site is located within a non-appealable area of the Coastal Zone. The project is proposed as exempt development under Laguna Beach Municipal Code (LBMC) Chapter 25.07. The review procedure identified in LBMC Section 25.07.012(B) (3) applies to any such determination. Staff Recommendation: Adopt Resolution 2026-1183 approving Design Review 2026- 1183 and Variance 2026-1184 for additions, elevated deck expansion, windows and doors and new chimney for the property located at 1588 Skyline Drive and find said action categorically exempt pursuant to CEQA Guidelines Sections 15301 and 15305. CEQA: The recommended action to continue the item is not subject to CEQA review. Alternatively, if staff is directed to return with a resolution supporting the project, the project qualifies for a categorical exemption pursuant to Section 15303 - New Construction or Conversion of Small Structures, in that the project consists of a major remodel of a single-family residence and Section 15305 - Minor Alterations in Land Use Limitations in that the proposed improvements but would not result in the creation of a new parcel or any change in land use or density. CDP: The project site is located within a non-appealable area of the Coastal Zone. The decision by the Design Review Board can be appealed to the City Council upon the payment of $2,500 and in accordance with Laguna Beach Municipal Code Section 25.05.070. However, the decision by the City Council is not appealable to the California Coastal Commission. Staff Recommendation: Conduct a public hearing and continue the project to a date certain with direction to the applicant to redesign the project to comply with the required side yard setback, which would eliminate the variance request, for the property at 30722 Driftwood Drive. Alternatively, if the Design Review Board (Board) determines that the project is consistent with the design criteria and the Board can make the variance findings, the Board should direct staff to prepare a resolution with the Board’s variance findings for consideration at the August 13, 2026 Board meeting. The project’s scope requires a Coastal Development Permit pursuant to Laguna Beach Municipal Code (LBMC) Chapter 25.07. The City’s decision on the Coastal Development Permit is not appealable to the California Coastal Commission.
