Roll Call Present: Cynthia Yager. Sherri Ames, Linda Frame, JaNelle Powers and Cathy Stoodley. Absent: None. Others present: City Clerk Lacey L. Reynolds, Harbormaster Luke Reisterer, Parks Director David Winger and other interested persons. Comments from the public limited to 5 minutes, limited to items on this agenda None. Approval of the minutes from April 14, 2026 Motion by Ames to approve, second by Powers. Voice vote, approved, motion carried. Harbormaster Report Harbormaster Riesterer reported on staffing, orientations and pier, ramp & buoy installation. Discussion/Recommendation regarding addition of boat launch signage and educational materials addressing Wake Enhanced and Surf Boating concerns and suggestions Motion by Ames to approve, second by Frame. Voice vote, approved, motion carried. Discussion/Recommendation regarding installation of AIS Signage provided by GLEA Motion by Ames to approve, second by Stoodley. Voice vote, approved, motion carried. Discussion/Recommendation regarding installation of E. Coli Signage provided by GLEA Motion by Ames to approve, second by Powers. Motion by Ames to suspend the rules for Holly to speak, second by Frame. Voice vote, approved, motion carried. Main motion vote - Voice vote, approved, motion carried. Discussion/Recommendation regarding YMCA summer camp beach passes Motion by Frame to approve, second by Stoodley. Discussion took place. Voice vote, approved, motion carried. Discussion/Recommendation regarding the Lakefront Budget Motion by Stoodley to have Harbormaster and Parks Director to put together a list of items to purchase and send to Council May 26th, second by Frame. Reynolds City Clerk May 12, 2026 Piers, Harbors, and Lakefront Committee Minutes 1 Page 2 of 8 PHL Commissioners Minutes | Tuesday, June 23, 2026 Lake Geneva City Hall, Council Chambers Call to Order Meeting was called to order by Adam St. Marie at 6:00 p.m. Roll Call Present: Cindy Yager, Cathy Stoodley, Linda Frame, Sherri Ames Staff present: Harbormaster Luke Riesterer Absent: JaNelle Powers Comments from the Public No comments Presentation regarding the Comprehensive Outdoor Recreation and Lakefront Plan Vandewalle and Edgewater Resources presented early findings from their two site visits regarding the Parks and Lakefront. They described the process and immediate next actions including the focus groups and the community survey while also discussing the long-range planning process that is scheduled to end in February of 2027. Discussion/Recommendation regarding the Comprehensive Outdoor Recreation and Lakefront Plan The Committee provided input on specific projects for the lake front. Discussion included the potential for remodeling of West Pier to remove or reduce buoy field while maintaining the goal of keeping lake views along Library Park. Further topics of lake front discussion included: transient/overnight parking, increasing piers around riviera, remodeling of Riviera Beach, and increase of kayak storage. Key topic for each piece was making the lake front as inclusive as possible. Operations & Facilities a. Beach and Launch have operated as normal throughout June i. Reduced hours on select days due to weather b. Sustained minimal damage from storm on Friday July 3 rd i. Able to continue operation that day after storm had passed c. Mobi-Mats should be getting delivered week of July 13th i. Delayed due to delivery complications II. Leases a. Currently have 5 buoys and 1 kayak spot left unfilled III. Community Engagement a. YMCA has been attending the beach as scheduled with adjustments based on weather b. Eastview attended all days at the beach Page 4 of 8 7/14/2026 P.H.L commission agenda – background information I. Item #6: Discussion regarding budget requests for 2027 Capital Improvement Projects for 2027-2029 Background for Board Report: We are preparing for the 2027 budget as well as the 2027-2029 CIP’s. Working to gather thoughts and ideas for each item to be recommended later this year. Board Role: Provide thoughts on capital improvement projects as well as budget items.
