Board of Police Commissioners Meeting Minutes Tuesday, June 17, 2025, at 5:30 p.m. Lansing Police Department – Headquarters 120 W. Michigan Avenue, Lansing, MI 48933 The Board of Police Commissioners met in regular session and the meeting was called to order at 5:30 p.m. by Vice- Chair Brewster. Present: Commissioner Members: Bitely, Brewster, Milton, Sheikh-Omar and Watkins. Also present: Chief Robert Backus, Assistant City Attorney Matt Staples and Ruth Grant. Excused Absence: Vice-Chair Brewster placed a motion to excuse the absence of Commissioners Farhat and Jones from this meeting; seconded by Commissioners Bitely, Watkins and Omar. By Vote: Yeas: 5 Nays: 0 Unexcused Absence: Commissioner Cotton. Public Attendees: 2 Roll call was taken and quorum was present. Pledge of Allegiance: Lead by Vice-Chair Brewster. Public Comment on Agenda Items: None. Additions To The Agenda: None. Approval Of Agenda: Vice-Chair Brewster moved to approve the agenda. Commissioner Watkins made the motion to approve Commissioners Bitely seconding the motion. Consent Agenda: Vice-Chair Brewster moved to approval of one agenda item. a) Approval of Meeting Minutes: May 20th, 2025 Vice-Chair moved to approve the minutes. Commissioner Bitely made the motion with Commissioners Milton and Watkins seconding the motion of the two agenda items. By Vote: Yeas: 5 Nays: 0 *Approval of the May Department Reports will be voted on at the July meeting. EDUCATIONAL PRESENTATION: Det. Brittany Roberts, FBI Taskforce Officer for Human Trafficking ADMINISTRATIVE REPORT - Chief Robert Backus LEGAL UPDATE – Assistant City Attorney Matt Staples HUMAN RESOURCES – Chief Backus updated. COMMISSION INVESTIGATOR REPORT: No report. UNFINISHED BUSINESS: None. NEW BUSINESS: None. BOARD COMMITTEE REPORTS: • Budget – The budget for FY26 has been updated. Budget supervisor is meeting with chiefs for final purchases. • Government/Community Liaison Committee – No report. • Awards and Incentives Committee – No report. • Ad Hoc Committee – No report. • Citizen Complaint Oversight Committee – The committee met last month. June 26th is the next scheduled meeting. • Recruitment and Hiring - No report. COMMISSIONER COMMENTS – (Informational) PUBLIC COMMENT: One public comments.
