MOTION BY COUNCIL MEMBER WOOD TO APPROVE THE MINUTES FROM DECEMBER

Discussion/Action:
RESOLUTION – Community Funding Application; GLAC “Let’s Talk About It” Community Forum
Council Member Wood disclosed to the Committee she is an associate member of the GLAC
organization and asked the OCA if that precludes her from discussion and/or voting. Ms.
Sumner could not respond with an answer at this time but stated she would verify. Her current
opinion was that she could not vote.
Council Member Hussain outlined the event application, and Ms. Freeman distributed a handout
on the event and organization. Council Member Hussain asked Ms. Freeman to confirm for the
record she was a City employee in the HRCS Department and it was confirmed.
Ms. Freeman, Ms. Davis and Ms. Lenzo outlined the 38 years of the GLAC, how they promote
and encourage youth and women to contribute to the community, and how their organization is
all about community service. Ms. Freeman continued by outlining the event itself which
addresses their national mandate to do events around safe encounters. Therefore, this year
they will be doing a community forum to address issues, and have secured panelist who will
address concerns as it relates to youth and young adults as they respond when encountering
police interaction. This will include a community mental health component, open forum with the
youth and parents. They have incorporated assistance in the forum from MSU, LCC and local
high schools. The event will be free and held at the Dwight Rich auditorium.
Ms. Sumner confirmed an earlier question that Council Member Wood could not vote on the
request.
MOTION BY COUNCIL MEMBER GARZA TO RECUSE COUNCIL MEMBER WOOD.
MOTION CARRIED 2-0.
MOTION BY COUNCIL MEMBER GARZA TO APPROVE THE COMMUNITY FUNDING FOR
GLAC FOR THE REQUESTED $500.
Further discussion by the Committee on the amount.
COUNCIL MEMBER GARZA AMENDED HIS MOTION TO INCREASE THE AMOUNT TO A
TOTAL OF $675, WHICH ACCORDING TO THEIR APPLICATION WAS THEIR REMAINING
BALANCE. MOTION CARRIED 2-0.
DISCUSSION – Objection to Issuance of the SDM License for Rite Aid of Michigan, 1004 E.
Michigan Avenue, Lansing MI 48912
Council Member Hussain recapped minutes from the September, 2019 meeting when the
applicant’s attorney attended and agreed to hold neighborhood meetings on the request.
Council Member Wood provided historical information on the Rite Aid establishment and no
liquor license on site due to proximity to schools, churches and day cares. To her knowledge
the neighborhood meetings in 2019 never occurred. The Committee reviewed the LARA
information for the applicant, along with contacting the store to confirm they currently do not sell
alcohol, beer or wine, and the OCA researched the State website confirming it was not active.
Council Member Hussain submitted a letter from a resident; Nancy Mahlow, opposing the
license. Council Member Wood concluded the discussion noting that unless Rite Air or its
attorney come back to the Council, LARA does have the Committee objection letter.

MOTION BY COUNCIL MEMBER WOOD TO APPROVE THE MINUTES FROM NOVEMBER
21, 2019. MOTION CARRIED 3-0.

Discussion/Action:
RESOLUTION – Community Funding; Friends of Ingham Park
Mr. Shinevar spoke about the improvements at Ingham Park and a new amenity for disc golf
that the City did not have. The group is looking for funding for a portion of the cost to get
cement tee pads at the course and continue the participation of growth at the park.

Council Member Jackson asked Mr. Shinevar he benefit of the purchase, and was informed that
currently the tee pads are in natural areas, so this will create a solid surface and create an
improved appearance. Council Member Wood asked who would be performing the work and
was told by Mr. Shinevar it would be contracted through the Parks Department, therefore the
request would be to defray the cost to the Parks Department.
Mr. Pena asked Friends of Ingham Park look at adding bike parking facilities to the park.
MOTION BY COUNCIL MEMBER WOOD TO APPROVE THE COMMUNITY FUNDING
REQUEST FOR FRIENDS OF INGHAM PARK. MOTION CARRIED 3-0.
Council Member Wood encouraged Mr. Pena to speak to the Parks Director about his request.
Ms. Appling spoke in opposition to the request, stating her opinion that tax dollars should not be
spent on County Parks that Eaton County residents have to pay more for. Council Member
Washington explained to Ms. Appling the park was named “Ingham” however, it is a City park in
the Pleasant Grove area. Ms. Appling then stated there is a law that states bike parking has to
be provided, and Mr. Pena was asked if there is parking in the park, and he confirmed there
currently is parking at Ingham Park, however he wanted more.
RESOLUTION – Appointment of Jeffrey A. Brown; HRCS Board; At Large Member; Term to
Expire June 30, 2023
Mr. Brown briefly outlined his time as a resident in Lansing, 20 years of community services,
working with Lansing special populations and his desire to make a further impact on the
Community by serving on the Board. Council Member Washington referenced the application,
noting this board was not his first choice, and Mr. Brown admitted he was willing to serve
wherever he is needed.
Council Member Wood asked Mr. Brown his intentions on reaching out and getting input from
the community. Mr. Brown admitted he was already engaged in the community and is open to
listen to the residents. Council Member Washington encouraged to attend the neighborhood
meetings, and asked what consideration of approach he would have. Mr. Brown stated this
Board appointment would give him an opportunity to serve and attend meetings and network.
MOTION BY COUNCIL MEMBER WOOD TO APPROVE THE RESOLUTION FOR THE
APPOINTMENT OF JEFFREY A BROWN TO THE HRCS BOARD WITH A TERM TO EXPIRE
JUNE 03, 2023. MOTION CARRIED 3-0.
RESOLUTION – Claim Appeal # 1740; Lewis Hanft; 214 Lathrop; $3,140.00
Council Member Washington noted that the item was referred back from Council and then
tabled at the last meeting so the Committee could hear from BWL on if they did cut the tree, or
could provide any additional information. Council Office Manager Ms. Boak referred the
Committee to the packet, which included an email exchange from BWL. Council Member Wood
noted for the record that the email stated BWL had not been in the area for 2-3 years, but there
was a possibility that BWL did trim the tree since the claim was from 2018.
Ms. Meade stated Scott Sanford informed her that when BWL cuts they send out notices and
only remove the tops. Mr. Lewis noted that the tenant confirmed for him that BWL was on the
street and she asked them to look at the tree and trim it and place the logs in the vacant lot next
door.

MOTION BY COUNCIL MEMBER WOOD GRANT THE CLAIM IN THE AMOUNT OF $1,570.00
AND DENY THE BALANCE OF $1,570 FOR 214 LATHROP.
Council Member Wood noted that when there is a tree this size it should not be expected that
the homeowner could remove it. The Council will discuss this with BWL at their future joint
meetings.
MOTION CARRIED 2-0.
Mr. Hanft asked how to find out about the City vendors on removal. Council Members
encouraged him to check the website for the link to MITN and also provided him with the name
of the City purchasing agent. It was also noted that Council was told the last time it went out to
bid, there was only one bidder.
RESOLUTION – Claim Appeal #1720; Ruben Montes III; 510 N Hayford Ave; $518.00
Ms. Meade noted to the Committee that the property was cited three times in 2019 for the same
thing, notices were received and the photos reflected the dumpsters with trash on top, which
only needed to be taken to the curb to not be cited.
Mr. Hagen acknowledged that the tenant did not have his trash set up for pick up for the first 3
months of the lease and someone else was taking care of the trash for him. Mr. Hagen
appealed what he thought was an excessive amount for two curb carts. He did note that he
understood there was a history, but they have addressed it and there have not been any
violations since. Council Member Washington pointed out that $265 of the $518 was City
Administrative fees and Ms. Meade added that the contractor has a minimum charge of $175.
Mr. Hagen asked if the curb carts did not have trash on top of the lids, if it would have been a
violation, and Ms. Meade stated it would not have been a violation.
MOTION BY COUNCIL MEMBER WOOD TO DENY THE CLAIM FOR 510 N HAYFORD FOR
$518.00.
Council Member Wood encouraged Mr. Hagen to contact Code Compliance to obtain copies of
the City Ordinances for their rentals.
MOTION CARRIED 2-0.
Ms. Meade supported the fines and invoices charged by the trash contractor, but spoke in
opposition to the amounts charged for tree and brush removal. Council Member Washington
noted her experience with claims Council has seen, all the invoices are excessively high.

Special Program Project
Preliminary Information (Updated as of 11/1/19)
Theme: “Let’s Talk About It! Community Conversation about S.A.F.E. Encounters with Law Enforcement”
Objective: To Present a Community Forum Related to Community and Law Enforcement Interaction
SAFE Encounters is one of The NANBPWC, Inc. special projects. In view of the rise in police shootings, it is
essential that we help our young people learn how to respond when interacting with law enforcement officials.
The ultimate, anticipated outcome is building or re-establishing good relationships between young minorities
and law enforcement personnel and saving the lives of our youth and young adults.
Another component of the forum is to address concerns about law enforcement interrogation as depicted in the
mini-series, “When They See Us.” The youngsters were convicted based on racism, based on injustice, based on
deceptive interrogation methods conducted by law enforcement, based on politics: somebody’s has to be
charged and convicted, based on lies and cover-up, based on being imposed with fear, based on them and their
parents not knowing their rights, based on and on and on.

It is our goal to attract juvenile age male and female youngsters and their guardians. Promotion through all

Mr. Brown with Carl, Edwards and Brown, representing as the Rite Aid Counsel, stated
his opinion that the Council had a misunderstanding of what was “agreed” to in previous
years, and believes they store has the right to request the license for the Special
Designated Merchant (SDM). To his knowledge, Mr. Brown stated Rite Aid does not
have any written document that stated they would never apply for a SDM License. The
belief is that when this location moved from Washington Square they did apply, but
because of the opposition at the time they withdrew and only applied for the Special
Designation Distributor (SDD) and in 1999 withdrew the application because of the
concerns raised by the churches and the proximity to the schools. Council Member
Washington noted for Mr. Brown that even though Eastern is no longer active there still
other churches and day cares in the area. Council Member Wood acknowledged Mr.
Brown for his recollection, and noted that she was present when the first license was
applied for and to her recollection it was a verbal agreement because there were
churches, schools, and neighborhoods that were all concerned at that location. At this
time, it was brought to Council Members attention that there has been no discussion
with those surrounding uses and they are still concerned with another alcohol
establishment in that area of the City. In particular, Council Member Wood referenced
an email from the East Side Neighborhood Association, and Council Member
Washington added she has also heard from the Green Oaks Neighborhood verbally
who were opposed. Council Member Jackson asked Mr. Brown if this was changing the
status of the business or if they were just asking for what they did not pursue when
Eastern was there. Mr. Brown clarified that they never did ask for the SDM License that
request was withdrawn, but they do not have a SDD License either. Council Member
Wood added to the conversation that the agreement at the time was a gentlemen’s
agreement to not have “any alochol” at the time. Council Member Jackson then asked if
there was going to be any neighborhood input. Council Member Washington clarified
this does not required a public hearing, but a draft resolution to the State was in the
packet for adoption. Mr. Brown was asked when the hearing at the State was set for,
and stated that currently there is no date; the State was waiting on a response from the
City based on the letter Council Member Washington sent in opposition. Council
Member Wood recommended that Mr. Brown and Rite Aid hold a meeting with the
community to see if they voice their same objections, before Council acts on this
resolution. Mr. Brown agreed and Council Member Washington stated she would
provide his contact information for Nancy Mahlow for a neighborhood meeting within the
next couple weeks. Council Member Jackson suggested that Rite Aid representatives
attend the meeting as well to provide an opinion of support for the license. Council
Member Washington assured Mr. Brown that after the neighborhood meeting, if she
needs to write a second letter to the State she will.

Mr. Stralkowski and Mr. Hockestale had updates or additional information for the
Committee.
Council Member Washington informed the Committee and public that after discussions
with the developers and based on the last meeting, she was proposing the recent
“substitute” resolution with the following changes:
WHEREAS, the developer is requesting a waiver of the noise ordinance to work 7
am to 7 pm Monday through Saturday and 8 am to 5 pm on Sunday, from October
