MINUTES Committee on Public Service Monday March 16, 2020 @ 4:30 p.m. City Hall, Conference Room, 10th Floor CALL TO ORDER The meeting was called to order at 4:33 p.m. ROLL CALL Council Member Dunbar, Chair Council Member Spitzley, Vice Chair- arrived at 4:34 p.m. Council Member Spadafore, Member OTHERS PRESENT Sherrie Boak, Council Office Manager Ann Parry, Public Service Department Lisa Hagen, Assistant City Attorney Public Comments No comments. Minutes MOTION BY COUNCIL MEMBER SPADAFORE TO APPROVE THE MINUTES FROM DECEMBER 3, 2019 AS PRESENTED. MOTION CARRIED 2-0. Discussion RESOLUTION- DECERTIFICATION OF ALLIANCE DRIVE AND PORTION OF TECHNOLOGY DRIVE Ms. Parry noted that the property was vacated in October, 2018 with the stipulation McLaren Hospital would acquire the property. Since that time McLaren has acquired it and currently building on it. Therefore this resolution now says the City vacates and decertfies the streets from the Act 51 MDOT Map. The Committee had no comments or concerns. MOTION BY COUNCIL MEMBER SPADAFORE TO APPROVE THE RESOLUTION FOR THE DECERTIFICAITON OF ALLIANCE DRIVE AND A PORTION OF TECHNOLOGY DRIVE. Minutes Council Member Spadafore passed the gavel to Council Member Dunbar. MOTION BY COUNCIL MEMBER SPADAFORE TO APPROVE THE MINUTES FROM NOVEMBER 5, 2019 AS PRESENTED. MOTION CARRIED 2-0. Council Member Dunbar passed the gavel back to Council Member Spadafore. Discussion RESOLUTION –ACT-6-2019; 25,740 sq. ft. at Davis Park; ACT-7-2019; 3.47 acres at Scott Woods Park; ACT-8-2019; 1.602 acres at Hunters Ridge Park, Fulton Park and Fine Park Mr. Kaschinske acknowledged for the Committee that Council had seen the MTNRF grants for these parcels and approved, and this action is to acquire the parcel which are contiguous to other City park land. Mr. Kaschinske added that with the addition of the parcels to the park land they will expand, however the names of the parks will not change, MOTION BY COUNCIL MEMBER DUNBAR TO APPROVE THE RESOLUTION FOR ACT-6- 2019; ACT-7-2019 AND ACT-8-2019. MOTION CARRIED 2-0. DRAFT Ms. Boak asked for Mr. Kaschinske to provide maps to the Council staff so that they can be presented to all of Council on 12/16/2019 when the resolution is up for action.
