Recommending Committee Agenda
PLEASE NOTE: Due to renovations taking place in the Council Chambers, Board and Commission
meetings will be temporarily held in the Public Meeting Room on the Second Floor of Civic Center Building
A, located across the street from City Hall at 525 South Main Street, effective August 11, 2025. City Council,
Redevelopment Agency and Planning Commission meetings will continue to be held in Council Chambers.
The Recommending Committee will receive public input on each item of legislation being considered. The
Recommending Committee may, thereafter, continue the hearing to a future date or formulate a
recommendation to the City Council for passage, rejection or amendment of the proposed bill. Any member
of the City Council may substitute for a member of the Recommending Committee at any time.
Items listed on the agenda may be taken out of the order presented; two or more agenda items for
consideration may be combined; and any item on the agenda may be removed or related discussion may be
delayed at any time. Backup material for this agenda may be obtained from LuAnn D. Holmes, City Clerk, at
the Office of the City Clerk, 495 South Main Street, 2nd Floor or on the city's webpage at

5. Bill No. 2025-17 - For possible action - Adopts the 2024 Edition of the International Building Code, together with
amendments thereto. Proposed by: Seth T. Floyd, Director of Community Development
6. Bill No. 2025-18 - For possible action - Adopts the 2024 Edition of the International Residential Code, together
with amendments thereto. Proposed by: Seth T. Floyd, Director of Community Development
7. Bill No. 2025-19 - For possible action - Adopts the 2024 Edition of the International Existing Building Code,
together with amendments thereto. Proposed by: Seth T. Floyd, Director of Community Development
8. Bill No. 2025-20 - For possible action - Adopts the 2024 Edition of the International Energy Conservation Code,
together with amendments thereto. Proposed by: Seth T. Floyd, Director of Community Development
9. Bill No. 2025-21 - For possible action - Adopts the 2024 Edition of the International Swimming Pool and Spa

10. Bill No. 2025-22 - For possible action - Adopts the 2024 Edition of the Uniform Mechanical Code, together with

12. Bill No. 2025-24 - For possible action - Adopts the 2023 Edition of the National Electrical Code, together with
local amendments thereto. Proposed by: Seth T. Floyd, Director of Community Development
13. Bill No. 2025-25 - For possible action - Adopts as the City’s Fire Code the International Fire Code, 2024 Edition,
together with local modifications thereto, and repeals LVMC Chapter 16.18 relating to emergency radio
coverage. Proposed by: Fernando Gray, Chief of Fire and Rescue
14. Bill No. 2025-26 - For possible action - Adopts the 2024 Edition of the International Wildland-Urban Interface
Code, together with amendments thereto. Proposed by: Fernando Gray, Chief of Fire and Rescue
15. Bill No. 2025-27 - For possible action - Amends LVMC 6.09.010 to update provisions regarding landlord training
programs. Proposed by: Seth T. Floyd, Director of Community Development
16. Bill No. 2025-28 - For possible action - Amends provisions of LVMC Title 11 related to the use of electric
bicycles and electric scooters, amends provisions of LVMC Title 13 related to the use of electric bicycles and
electric scooters in City parks and adds penalties for violations of various provisions of LVMC Title 11 and Title

17. Citizens Participation: Public comment during this portion of the agenda must be limited to matters within the
jurisdiction of the Recommending Committee. No subject may be acted upon by the Recommending Committee
unless that subject is on the agenda and is scheduled for action. If you wish to be heard, come to the podium
and give your name for the record. The amount of discussion on any single subject, as well as the amount of
time any single speaker is allowed, may be limited.
