The meeting was called to order by Debra Jones, Vice-Chair, at 5:12 p.m. in the New City Hall.
Notice of meeting and agenda were posted on the City Hall notice board as required by law.
ROLL CALL:
PRESENT: Crawford, Suzann; Denham, David; Jones, Deborah; Michener, Page;
Newcombe, Steve (enter late).
ABSENT: Jones, John; Phillips, Cherry.
OTHERS PRESENT: Richard Rogalski, Planning Department; Donna Gibson, Deputy City
Clerk.

3. Elect a Chair and Vice-Chair.
Denham asked are you willing to continue as chair.
Jones D stated yes.
Denham asked is there anyone here that would like to be the vice-chair.
Motion by Denham, Second by Crawford, to elect Deborah Jones as Chairman and John
Jones as Vice-Chairman. Aye: Denham; Jones D.; Michener; Crawford. Nay: None. Motion
Carried.
4. Approve minutes of November 7, 2012.
Motion by Denham, Second by Crawford, to approve the minutes of November 7, 2012
as written. Aye: Jones D; Michener; Crawford; Denham. NAYS: None. Motion Carried.
5. Consider issuing a Certificate of Appropriateness for a fence on the east side of the
Mattie Beal Home located at 1008 SW 5th Street.
Rogalski stated the Mattie Beal Home has come to us with the desire to build a 6’ vinyl
coated chain link fence along their property line. Basically they will be replacing some existing
dilapidated fence. They also intend to provide some landscaping along the fence as a buffer.
Denham asked is it because the rest of the fence is wrought iron that they needed this
certificate?
Rogalski stated they didn’t have a fence there.

Jones asked Williams can you describe the fencing you have.
Williams stated nothing on the north and wrought iron on the west and south. There is
some hog wire there and we want to go back with something to help secure the property because
of the problems we have had.
Jones stated so there is a cyclone fence there.
Williams stated about 50% is cyclone and the rest is hog wire.
Denham stated this is a major improvement.
Jones stated as I recall your guidelines were the Secretary of Interior Standards.
Rogalski stated they are not taking away anything historic so staff is recommending
approval.
Jones D asked is there any additional questions of either Craig Williams on behalf of
Mattie Beal or Rogalski on behalf of the City.
Motion by Crawford, Second by Michener; to approve the Certificate of
Appropriateness. Aye: Michener; Newcombe; Crawford; Denham; Jones D. Nay: None.
Motion Passed.
6. Discuss establishing a website link on City’s website.
Rogalski stated the City website is not the greatest. Recently we hired a secretary who
knows how to manipulate websites. I have spoken with the IT Department Director and the
Supervisor to begin the process of upgrading the site. We need to purchase a program and so we
are moving forward on that. We want to establish a link that will include the Certificate of
Appropriateness and the application to become a Historical Preservation District.
Jones D stated we need to also include the brochure.
Rogalski stated we want to create a link for all those items. The rezoning applications
will also be a part of the link. It will not happen overnight but I have the door cracked to get in
and get started.
Jones D stated that is great.
7. Chairman and Committee Member report and comments.
Jones D stated we do have some pending discussion of code changes. After spring break
I will get with everyone to put together a meeting for those changes.

Rogalski stated a section we had discussed changing was to allow the Planning Director
to approve certain CA’s.
Jones D stated you need to proceed with that change.
Rogalski stated okay.
Denham asked so today could have been handled by the Planning Director.
Jones D stated yes.
Denham asked what about the missing committee member.
Jones D stated we have one vacancy that has to have architectural background. I have
asked someone to consider and he is thinking about it.
Denham asked didn’t Ezell send us an email stating we had 2 vacancies.
Jones D stated there may be an at-large position also.
Denham stated we may need to talk to Dr. Morford to see if there is anybody in that
neighborhood that would be interested in serving. Three of us are from Old Town North.
Jones D stated Crawford if you know of someone that would be interested let me know.
Crawford stated I can think of a couple who might consider serving.
Jones D stated is there anything else. Thank you for coming and I apologize for last
week. We had too many either out of town or with the flu and we just couldn’t pull it off.
