MINUTES LAWTON URBAN HOMESTEADING AGENCY (LUHA) SPECIAL MEETING MAY 26, 2009 - 6:00 P.M. WAYNE GILLEY CITY HALL COUNCIL CHAMBER The meeting was called to order at 6:00 p.m. by Chairman John P. Purcell, Jr., Notice of meeting and agenda were posted on the City Hall notice board as required by State Law. PRESENT: Bill Shoemate, James Hanna, Janice Drewry, Jay Burk, Robert Shanklin, Richard Zarle, Stanley Haywood, Doug Wells. ABSENT: None. ALSO PRESENT: Larry Mitchell, City Manager; Frank V. Jensen, City Attorney; Traci Hushbeck, City Clerk, COL Ray Lacey, Fort Sill Liaison. _____________________________________________________________________________________ BUSINESS ITEM: 1. Consider approving the First-Time Homebuyer (FTHB) and Neighborhood Stabilization Plan (NSP) revisions to the LUHA Trust Indenture and authorizing agency members to execute the document. Exhibits: LUHA Trust Indenture (Draft) is available at the City Clerk’s office for review. Tim Libby, Grants and Fiscal Officer for Housing and Community Development, stated the LUHA is going to be our agent if we use those funds to purchase new construction projects using the Neighborhood Stabilization money. This issue will come before the Council later in the meeting. For the LUHA they have added that piece that allows the LUHA to use the Neighborhood Stabilization as a funding source for the purchase of the foreclosed and abandoned homes. He stated that is the only change to the trust indenture. He stated they plan to bring all of these homes and projects back to the Authority and the City Council as a package before they move forward. MOVED by Haywood, SECOND by Drewry, to approve the First-Time Homebuyer and Neighborhood Stabilization Plan revisions to the LUHA Trust Indenture and authorize agency members to execute the document. AYE: Hanna, Drewry, Burk, Shanklin, Zarle, Haywood, Wells, Shoemate. NAY: None. MOTION CARRIED.
