LAWTON URBAN HOMESTEADING AGENCY (LUHA) SPECIAL MEETING
MARCH 9, 2010 - 6:00 P.M.
WAYNE GILLEY CITY HALL COUNCIL CHAMBER
The meeting was called to order at 6:00 p.m. by Chairman Fred L. Fitch, Notice of meeting and agenda
were posted on the City Hall notice board as required by State Law.
PRESENT: Bill Shoemate, Michael Tenis, Janice Drewry, Jay Burk, Robert Shanklin, Richard Zarle,
Stanley Haywood, Doug Wells.
ABSENT: None.
ALSO PRESENT: Larry Mitchell, City Manager; Frank V. Jensen, City Attorney; Traci Hushbeck, City
Clerk, COL Ray Lacey, Fort Sill Liaison.
CONSIDER APPROVAL OF THE MINUTES OF THE AUGUST 11, 2009 SPECIAL MEETING OF
THE LAWTON URBAN HOMESTEADING AGENCY (LUHA).
MOVED by Shanklin, SECOND by Drewry, to approve the minutes of August 11, 2009. AYE: Tenis,
Drewry, Burk, Shanklin, Zarle, Haywood, Wells, Shoemate. NAY: None. MOTION CARRIED.

BUSINESS ITEMS:
1. Consider approving the Lawton Urban Homesteading Agency’s (LUHA’s) policy for the
Neighborhood Stabilization Plan (NSP) and authorizing agency members to execute the
document. Exhibits: LUHA Neighborhood Stabilization Program (NSP) Policy (Draft) is
attached as Exhibit 1 or it is available at the City Clerk’s office for review.
Tim Libby, Grants and Fiscal Officer for Housing and Community Development, stated this is the policy
that will allow staff to evaluate properties using the housing and development specialist, which will give
them an idea if they can buy the property with the money they have available which is about $35,000 per
property. They look at if they can rehab the home and sell it to a low/moderate income home owner.
They will only be able to purchase either foreclosed or abandoned properties. This policy will allow
them to enter into contracts for those properties, then the properties will come back to the LUHA.
MOVED by Haywood, SECOND by Wells, to approve the LUHA’s policy for the Neighborhood
Stabilization Plan and authorize agency members to execute the document. AYE: Drewry, Burk,
Shanklin, Zarle, Haywood, Wells, Shoemate, Tenis. NAY: None. MOTION CARRIED.
There was no further business to consider and the meeting adjourned at 6:05 p.m. upon motion, second
and roll call vote.

ADJOURNMENT
"The City of Lawton encourages participation from all of its citizens. If participation at any public meeting is not
possible due to a disability, notification to the city Clerk at (580) 581-3305 at least 48 hours prior to the scheduled
meeting is encouraged to make the necessary accommodations. The City may waive the 48 hour rule if interpreters
for the deaf (signing) is not the necessary accommodation."
