LAWTON WATER AUTHORITY SPECIAL MEETING
AUGUST 8, 2023 - 2:00 P.M.

The meeting was called to order at 2:00 p.m. by Chairman Stan Booker. Notice of meeting and
agenda were posted on the City Hall notice board as required by law.
ROLL CALL
PRESENT: Mary Ann Hankins, Linda Chapman, George Gill, Allan Hampton, Bob Weger, Onreka
Johnson, Randy Warren
ABSENT: Kelly Harris
ALSO PRESENT: John Ratliff, Acting City Manager; Tim Wilson, Acting City Attorney; Traci
Hushbeck, City Clerk, COL James H.B. Peay, IV, Fort Sill Liaison
BUSINESS ITEMS:
1. Consider approval of the minutes of the Lawton Water Authority special meeting of July 25,
2023.
2. Consider approving a Second Amendment to Sublease Agreement with T-Mobile Central
LLC, for the antenna on top of the city’s water tower located at 3510 NW Roger’s Lane, and
take action as necessary.
3. Consider and take action in accepting the Oklahoma State Designated ARPA Grant in the
amount of $10,000,000 and authorizing the Chairman and Secretary to execute the funding
agreement with the Oklahoma Water Resources Board (OWRB). The $10,000,000.00 allows
OWRB to take 4% as administrative fee $400,000.00 provides a net of $9,600,000.00 for the
construction of Ellsworth Spillway Rehabilitation.
4. Consider and take action in accepting the Oklahoma State Competitive ARPA Grant in the
amount of $1,000,000.00 and authorize the Chairman and Secretary to execute the funding
agreement for the Grant. Grant fund are designated for the construction of Lake Ellsworth
Spillway Rehabilitation.
5. Consider and take action in accepting the FEMA HHDFY22 Grant in the amount of
$925,251.00 and authorize the Chairman and Secretary to execute the agreement. The grant is
identified to fund the construction for Lake Ellsworth Spillway Rehabilitation project.
6. Discuss the July 27, 2023 letter from Bank of America regarding the Series 2013 Supplemental
Note Indenture dated July 1, 2013, and authorize the Chairman to sign acknowledgement of

said letter.
MOVED by Gill, SECOND by Hampton, to extend the lease agreement with the Lawton Water
Authority for contract RFPCL18-048 RV Park & Campground - Lake Ellsworth with Amy Sims,
dba Minnow Marina at Fisherman’s Cove for an additional twelve months. AYE: Hankins, Harris,
Gill, Hampton, Weger, Johnson. NAY: None. MOTION CARRIED.

There being no further business to consider, the meeting adjourned at 2:22 p.m. upon motion,
second and roll call vote.

defer, recommend, strike, or continue any agenda item. The Authority may also propose and enact floor amendments to any matter
presented before them. When more information is needed to act on an item, the Authority may refer the matter to the City Manager or the
City Attorney. The Authority may also refer items to standing committees of the Council or a board, commission, or authority for
additional study. Under certain circumstances, items are deferred to a specific later date or stricken from the agenda entirely."
