Page 1 of 2 The Urban Land Institute (ULI) Boston, the Terwilliger Center for Housing and the National League of Cities are hosting a Technical Assistance Panel (TAP) in coordination with the City of Lebanon. The TAP's objective is to identify ways for the City of Lebanon to move from planning into action to support more housing development rooted in local community values and Lebanon’s governance and financial context. The TAP augments the City’s update to the Housing Chapter of the Lebanon Master Plan and will identify specific strategies to advance the plan’s priorities. Information on recent efforts, including the final draft of the housing chapter, is available in the June 17, 2026, City Council meeting materials. Lebanon is eligible for the assistance through its selection to participate in the national Housing Supply Accelerator Challenge. TAPs are 2-day workshops in which a group of unbiased multi-disciplinary members, coordinated by ULI, provide their professional expertise to address local development opportunities and challenges. An important part of the panel’s activity during the workshop is to interview stakeholders to learn and elevate local community expertise and inform their recommendations. The stakeholder groups involved in the ULI interviews includes board members, local builders, real estate agents, non-profit representatives, citizens, planning staff from neighboring agencies, as well as others. Communities across the U.S. have benefitted from the strategies brought into focus by the program’s enhanced public engagement. As the culmination of individual interviews and Planning Board discussion, the panel will provide a final presentation of their recommendations from 6-7:30pm on Wednesday July 15, 2026, at Lebanon City Hall, City Council Chambers (51 North Park Street, Lebanon NH) as part of the regularly scheduled Council meeting.
