MINUTES
The Johnnie Walker Beach Subcommittee met on Thursday, May 21, 2026 in Council Chambers at
Lewes City Hall, in accordance with proper notification, with the following members present: Acting
Chair (Secretary) Kay Carnahan, Chair Cynthia Anderson Clay (attending virtually) Committee members
Bill Collick and Calvin Jackson Also in attendance were Ex-officio Parks & Marina Supervisor Giulia
Kirsch and Councilmember Trina Brown-Hicks.
A. CALL TO ORDER & ROLL CALL
The meeting of the Johnnie Walker Beach Subcommittee was called to order on Thursday,
May 21, 2026, at 5:00 PM in Council Chambers, City Hall, Lewes, Delaware.
B. ANNOUNCEMENTS
Parks & Marina Supervisor Giulia Kirsch delivered the following announcements:
City Hall will be closed on Monday in observance of Memorial Day.
The Johnnie Walker Beach kiosk unveiling is scheduled for May 30, coinciding with a
"Once in a Blue Moon" astronomical event occurring that same evening.
Beach patrol officially begins Saturday, with all beaches to be guarded starting that
date
C. PRESENTATION & POSSIBLE ACTION ON THE APPROVAL OF MINUTES
1. 2026 04 16 Johnnie Walker Beach Subcommittee Minutes
Acting Chair Carnahan noted two name misspellings in the prior minutes requiring correction:
"McCaffity" to be spelled M-C-C-A-F-F-I-T-Y, and "Reverend Bivens" to be spelled B-I-V-E-N-
S, both corrections pertaining to the benediction reference on page 2.
Motion:
A motion to approve the April 16, 2026 minutes, as corrected, was made by Committee
Member Bill Collick and seconded by Committee Member Calvin Jackson. The motion carried
unanimously.
D. OLD BUSINESS:
1. Continued discussion and possible action regarding the Johnnie Walker Beach kiosk
unveiling.
Ms. Kirsch provided a comprehensive update on planning for the May 30 kiosk unveiling
event, drawing from an internal logistics meeting held the prior week. The following items
were confirmed or decided during the discussion:
Logistics and Setup
A 50-person tent with chairs will be rented, dropped off Friday evening, and removed
Saturday afternoon. The tent will be situated in the parking lot on the right side of
Georgia Avenue, near the mobi mat and sign location. A podium and microphone will be
provided by city maintenance. The bathrooms will remain locked after being cleaned
Friday night and will reopen for the event. Two maintenance staff members will be on
site. The subcommittee confirmed the event will proceed rain or shine given the tent
provision.
Reserved parking will be designated for Representative Lisa Blunt Rochester and her
staff, as well as for Governor's office representative Sarah McBride (attendance pending
confirmation) and Reverend Edwards. Senator Coons and Senator Huxtable (who is
recovering from surgery) will not be in attendance. The police department will manage
parking logistics; overflow parking will be directed to Savannah Beach, with beach patrol
Kawasakis available to shuttle guests. A signage notification regarding the parking lot

closure has been coordinated through the police department. It was confirmed that an
announcement regarding the event and temporary parking closure has gone out to the
community.
All committee and commission members and relevant dignitaries were encouraged to
arrive by 8:30 AM, as the program begins at 10:00 AM.
Program and Speakers
The subcommittee finalized the program order and speaker assignments. The target
duration for the full event is 35 to 45 minutes. Cynthia was confirmed as emcee,
responsible for maintaining the flow of the program and introducing each segment. The
agreed-upon program order is as follows:
1. Welcome — Mayor Amy Marasco and Councilwoman Trina Brown-Hicks
2. Benediction — Reverend McCaffity (primary) or newly appointed African
American Heritage Commissioner Janet Maull. Councilwoman Trina Brown-Hicks
agreed to contact all three to confirm availability.
3. History of the Beach and the Renaming — Darryl Daisey (African American
Heritage Commission Chair) to cover the history of the beach; Acting Chair
Carnahan to cover the history of the renaming from the Parks and Recreation
perspective.
4. "The Colored Beach" Poem — Donna Cuff (confirmed attendance), who
authored the poem.
5. Introduction of Guest Speaker — Cynthia Anderson-Clay, who shares a sorority
and organizational connection with Representative Rochester through Alpha
Kappa Alpha Sorority.
6. Guest Speaker — U.S. Representative Lisa Blunt Rochester (3-minute remarks).
7. Other Remarks — Reserved for attending dignitaries; Councilwoman Trina
Brown-Hicks, as emcee, will recognize any dignitaries present.
8. Closing Remarks — Reverend Edwards (primary, confirmed available by his wife
during the meeting); Councilwoman Trina Brown-Hicks as backup. Closing
remarks to include acknowledgment of the Delaware 250 grant and the City of
Lewes for funding the project.
9. Unveiling — Original Johnnie Walker Beach Subcommittee members
(approximately five individuals) to gather at the kiosk and remove the veil—a large
blue tapestry bearing the City seal. This will be the final program item, followed by
a group photo opportunity for all past and present committee and commission
members.
The decision to place the unveiling at the end of the program, after closing remarks, was
made deliberately to keep audience attention focused on speakers and then on the sign,
avoiding the logistical difficulty of reassembling attendees after dispersal.
Seating
The podium will stand alone at the front with no dais chairs flanking it. The front rows of
audience seating under the tent will be reserved for speakers and program participants
(approximately 22–25 seats), with additional reserved seats for spouses and plus-ones
of committee and commission members to avoid confusion. The remainder of the tent
seating will be open to the public.
Program Materials and Other Details
Mickeya Lindsay will design a printed program using Canva. Name tags for committee
and city staff members were requested to assist dignitaries and guests in identifying city
representatives. A press release was drafted and distributed. Water will be provided; no
food is planned. A beach wheelchair will be made available for accessibility. Ms. Kirsch
noted that the Delaware 250 grant closes May 30 and that a grant report extension may
need to be requested given the timing. The question of whether metered parking might
be waived for the duration of the event was raised and Ms. Kirsch committed to following

up on that determination with appropriate city staff.

No discussion was recorded under this agenda item.
F. OTHER / PUBLIC COMMENTS / QUESTIONS / NEXT MTG DATE
No additional public comments were recorded beyond those interspersed during the Old
Business discussion. Public comments from Darryl Daisy, 331 Chestnut Street, Lewes,
Delaware, were received during the prior discussion, including a suggestion that the
subcommittee's newest commissioner—who is also an ordained reverend—be considered as
a backup officiant for the benediction, which the subcommittee accepted.
G. ADJOURNMENT
Motion:
A motion to adjourn was made by Committee Member Anderson-Clay and seconded by
Committee Member Collick. The motion carried unanimously and the meeting was adjourned
at 6:00 PM.
