Lewiston City Council AMENDED REGULAR MEETING AGENDA July 13, 2026 - 6:00 PM Lewiston City Library – Second Floor Event Space – 411 D Street Lewiston, Idaho 83501 Seating will be available on a first-come, first-served basis. All others who wish to observe this meeting may watch and listen to the livestream on their own device(s) by visiting the City of Lewiston’s website at cityoflewiston.org. I. CALL TO ORDER II. CITIZENS COMMENTS This is an opportunity for individuals wishing to comment on agenda items or other matters they wish to bring to the Council's attention, excluding those scheduled for a public hearing. As there may not be another opportunity to comment once an agenda item is addressed, individuals are encouraged to speak at this time. Individuals are encouraged to discuss operational issues in advance with the Mayor. In consideration of others wishing to speak, commentary is limited to three (3) minutes. IV. PRESENTATIONS A. PUBLIC HEARINGS AND RELATED ACTION ITEMS A. PUBLIC HEARING ON ZA-03-26: Accepting testimony on proposed amendments to Lewiston City Code Chapter 37, Zoning Code, Section 3 to amend the definitions of "dwelling, multifamily," "dwelling, two-family" and "class A manufactured home" to comply with 2026 Idaho Legislative Session House Bill 800 - Action Item (City Planner Joel Plaskon) B. FIRST READING OF ORDINANCE 4968: Considering amending Lewiston City Code § 23-9 related to the definition of Class A manufactured homes; amending Lewiston City Code § 37-3 relating to the definitions of "dwelling, multifamily", "dwelling, two-family", and "Class A manufactured home" - Action Item (City Planner Joel Plaskon) C. PUBLIC HEARING ON ZA-04-26: Accepting testimony on proposed amendments to Lewiston City Code Chapter 37, Zoning Code, Section 37-41.11 to eliminate accessory apartment provisions specific to the Normal Hill North and Normal Hill South Zones and to Section 37- 141.2 to amend accessory apartment provisions regarding allowable zoning districts, and allowable size, parking, setbacks, and parking - Action Item (City Planner Joel Plaskon) D. FIRST READING OF ORDINANCE 4972: Considering repealing Lewiston City Code §§ 37- 41.11 and 37-41A.11; and amending Lewiston City Code § 37-131.2 relating to accessory apartments - Action Item (City Planner Joel Plaskon) Lewiston City Council AMENDED REGULAR MEETING AGENDA July 13, 2026 – 6:00 PM – Page 2 VI. CONSENT AGENDA All items on the Consent Agenda are considered routine by the Council and will be enacted by one motion. A. CITY COUNCIL MINUTES: Considering approving the minutes of the following meetings: 6/22/2026 Budget Session #3; and 6/22/2026 Regular - Action Item B. VOUCHER'S PAYABLE: Considering approving the Voucher's Payable dated 06/12/2026– 06/25/2026 in the amount of $1,566,589.34 - Action Item VII. ACTIVE AGENDA A. 2025 ADA TRANSITION PLAN ANNUAL REPORT: Considering adopting the City of Lewiston's 2025 ADA Transition Plan Annual Report - Action Item (Human Resources Director Nikki Province) B. RESOLUTION 2026-24: Considering approving the Release of Waterline Easement for waterlines at 3rd Street and east of 2nd Street between the City of Lewiston and the Northern Pacific Railway Company, and authorizing the Mayor to sign the Easement - Action Item (Public Works Director Dustin Johnson) C. RESOLUTION 2026-02: Considering authorizing the destruction of certain Finance Department records - Action Item (Finance Director/City Treasurer Aimee Gordon) D. RESOLUTION 2026-21: Considering approving a Mutual Assistance Compact between the City of Lewiston, Idaho and the City of Asotin, Washington, for law enforcement services and authorizing the Mayor to sign the Compact - Action Item (Police Chief Jason Kuzik) F. RESOLUTION 2026-29: Considering authorizing the retirement of K-9 Ziva as a drug dog - Action Item (Police Chief Jason Kuzik) G. RESOLUTION 2026-38: Considering approving the Memorandum of Understanding between the City of Lewiston and Nez Perce County to host a drive-in movie event in the east parking lot of the Nez Perce County Courthouse - Action Item (Parks & Recreation Director Justin Glenn) VIII.
