This is an opportunity for individuals wishing to comment on agenda items or other matters they wish
to bring to the Council's attention, excluding those scheduled for a public hearing. As there may not be
another opportunity to comment once an agenda item is addressed, individuals are encouraged to speak
at this time. Individuals are encouraged to discuss operational issues in advance with the Mayor. In
consideration of others wishing to speak, commentary is limited to three (3) minutes.

A. PUBLIC HEARING ON ZA-03-26: Accepting testimony on proposed amendments to Lewiston
City Code Chapter 37, Zoning Code, Section 3 to amend the definitions of "dwelling,
multifamily," "dwelling, two-family" and "class A manufactured home" to comply with 2026
Idaho Legislative Session House Bill 800 - Action Item (City Planner Joel Plaskon)
B. FIRST READING OF ORDINANCE 4968: Considering amending Lewiston City Code § 23-9
related to the definition of Class A manufactured homes; amending Lewiston City Code § 37-3
relating to the definitions of "dwelling, multifamily", "dwelling, two-family", and "Class A
manufactured home" - Action Item (City Planner Joel Plaskon)
C. PUBLIC HEARING ON ZA-04-26: Accepting testimony on proposed amendments to Lewiston
City Code Chapter 37, Zoning Code, Section 37-41.11 to eliminate accessory apartment
provisions specific to the Normal Hill North and Normal Hill South Zones and to Section 37-
141.2 to amend accessory apartment provisions regarding allowable zoning districts, and
allowable size, parking, setbacks, and parking - Action Item (City Planner Joel Plaskon)
D. FIRST READING OF ORDINANCE 4972: Considering repealing Lewiston City Code §§ 37-
41.11 and 37-41A.11; and amending Lewiston City Code § 37-131.2 relating to accessory

All items on the Consent Agenda are considered routine by the Council and will be enacted by one
motion. There will be no separate discussion on these issues unless a councilor so requests, in which
case the item will be removed from the Consent Agenda and considered on the Active Agenda under

B. RESOLUTION 2026-24: Considering approving the Release of Waterline Easement for
waterlines at 3rd Street and east of 2nd Street between the City of Lewiston and the Northern

F. RESOLUTION 2026-29: Considering authorizing the retirement of K-9 Ziva as a drug dog -

the City of Lewiston and Nez Perce County to host a drive-in movie event in the east parking lot
