Please be aware that, under Texas Law, the Council may not deliberate or take any action during Citizen's comments for items not on the agenda. In some situations, City Staff may be able to respond to the public comment with a factual statement or clarification. The City Council may have the item placed on a future agenda for action or refer the item to Management and Staff for study or conclusion. V. PRESENTATIONS / REPORTS A. CONSENT AGENDA All consent items listed are considered to be routine by the City Council and will be enacted by one motion. There will be no separate discussion of these items unless a Council Member so requests, and if such a request is made, the item will be removed from the Consent Agenda and considered in a normal sequence on the agenda. A. Minutes Approval 1. June 9, 2026 - Strategic Planning Work Session 2. June 9, 2026 - Regular Meeting 3. June 23, 2026 - Special Called Meeting 4. June 30, 2026 - Joint Meeting VII. REGULAR AGENDA A. Regular Session 1. Discussion on Liberty Jubilee 2. Consider a resolution on a variance request regarding the setback requirements at 1710 Kipling St. 3. City Council hold a public hearing on the condemnation of two (2) hazardous and unsafe structures to determine if the structures should be repaired or demolished: 2721 Cos and 134 McManus 4. Consider and take possible action regarding the abatement of and possible demolition and removal of structures located at 2721 Cos and 134 McManus as discussed in the hearings held before City Council on July 14, 2026. 5. Consider potential opportunities to fund street infrastructure projects 6. Consider a resolution requesting financial assistance from the Texas Water Development Board 7. Consider a resolution accepting the 2026 TxDOT Airport Generator Project Grant 8. Consider a resolution adopting a Code of Ethics for City Council, Boards, and Commissions 9. Consider a resolution approving the Purchasing Policy Manual. B. Executive Session 1. Texas Government Code §551.071 - Private Consultation with Attorney Discussion with attorney regarding contemplated/pending litigation and/or regarding matters protected by attorney/client privilege. 2. Texas Government Code §551.072 - Deliberation Regarding Real Property Discussion regarding real property. 3. Texas Government Code §551.074 - Personnel Matters. Texas Government Code §551.087 - Deliberation Regarding Economic Development Negotiations. Discussion regarding economic development negotiations. C. Reconvene into Regular Session 1. Consider and take possible action on legal matters discussed in the executive session. 2. Consider and take possible action on real estate matters discussed in the executive session. 3. Consider and take possible action on personnel matters discussed in the executive session. • City Manager 4. Consider and take possible action on economic development matters discussed in the executive session. VIII. ADJOURNMENT A. Motion To: Adjourn I certify that the attached Notice of Meeting was posted on the bulletin board and in the Message Centers located on the east and west sides of the City Hall Administration Building, located at 1829 Sam Houston on the 8th day of July 2026.
