Call to Order and Pledge of Allegiance
The meeting was called to order by Keith Steiskal, Building Official, at
6:30 p.m.
Mr. Steiskal led the Pledge of Allegiance.

Approval of Minutes
A motion was made by Marty Igoe, seconded by Bob Mueller, to approve the
minutes of the March 21, 2013 meeting. The motion passed by a unanimous
vote.
New Business
140066 Amendments to Section 150 of the Village Code - Patio Permits
Review and discussion of proposed text amendments to the Title 15,
Chapter 150, Sections 141 and 310 of the Lombard Village Code as it
pertains to the establishment of permits for patios. (DISTRICTS - ALL)
Jana Bryant P.E., Private Development Engineer, presented the staff
report and draft ordinance for BOBA consideration. She stated that

the Village does not currently require building permits for the
construction of residential patios, which has been a cause of many
subsequent drainage complaints. Referencing a past case, the intent
of the proposed changes is to identify drainage issues for patios
before they are installed. She noted the Lombard is the exception in
not requiring such permits. Lack of a permit process also prevents
staff from addressing the open space provisions in the Zoning
Ordinance as well as runoff provisions in the adopted County and
local codes. The primary purpose of the permit is to address flooding.
She then stated that the Village is proposing to create a permit
process, which staff would review as express permits (over the
counter in most cases), similarly to driveway permits. She then
mentioned the proposed construction standards in the code. The
BOBA members supported the standards.
A motion was made by Marty Igoe, seconded by Bob Mueller, to recommend to
the Board of Trustees the adoption of the proposed building amendments to
Chapter 150. The motion passed by a unanimous vote.
140067 Amendments to Section 150 of the Village Code - Fee Schedule
Review and discussion of proposed amendments to the fee schedule
set forth in Title 15, Chapter 150, Section 141 of the Lombard Village
Code. (DISTRICTS - ALL)
Keith Steiskal, Building Official, presented a memorandum and draft
ordinance for BOBA consideration. Mr. Steiskal noted that the intent
of the proposed fee schedule amendments is to provide base the
actual costs the Village is likely to incur through the permit approval
and inspection processes. The draft ordinance changes the fee
schedule approach and to set the fees based upon the work needed
by the Village to complete the task. Staff did not directly look at other
municipalities for the rationale to change the fees as such an
approach may not reflect the actual costs. He noted the other reasons
for reviewing the fee schedule, including encouraging property owners
to seek permits and streamlining the code for ease of use.
Reviewing the attached staff memorandum, he also stated that some
of the existing fees assumed the need for re-inspections and as a
result the fees were higher. The proposed changes reduce some of
the fees and would provide a cheaper cost to contractors to get the
work done right without the need for multiple re-inspections. He also
noted that the costs for permits were tied to the valuation of the
improvement, such as in furnace replacements, and that is not an
indicator of the inspection work that it needed. The proposed changes
standardize and reduce many of these fees.
Bob Mueller noted that it was good to actually see the fees go down in
price. John Cullen stated that this will help get people to come in for

permits. They also suggested that the proposed reduction in fees
should be advertised. The members then discussed how various fees
would be calculated in the old and new schedules.
A motion was made by Stephen Flint, seconded by John Cullen, to
recommend to the Board of Trustees the adoption of the proposed building
amendments to Chapter 150. The motion passed by a unanimous vote.
