Call to Order and Pledge of Allegiance The Friday, November 22, 2013, meeting of the Lombard Board of Fire and Police Commissioners convened at 7:05 a.m. in the Lombard Village Hall Board Room, 255 East Wilson Avenue, Lombard, Illinois. Chairman William Dunne led the Pledge of Allegiance. B. Roll Call of Members Present: Chairman William Dunne Vice Chairman Thomas Rachubinski Secretary Kenneth Florey Guests: Police Chief Raymond Byrne Fire Chief Paul DiRienzo Human Resources Administrator Kathleen Dunne Police Administrative Coordinator Barbara Bartolotte Lory Newcomb, Stanard & Associates C. Approval of Minutes It was moved by Chairman William Dunne, seconded by Vice Chairman Thomas Rachubinski, to approve the minutes from the regular meeting on September 27, 2013. Motion carried. It was moved by Chairman William Dunne, seconded by Vice Chairman Thomas Rachubinski, to approve the minutes from the regular meeting on October 25, 2013. Motion carried. It was moved by Chairman William Dunne, seconded by Vice Chairman Thomas Rachubinski, to approve the minutes from the special meeting on October 29, 2013. Motion carried. D. Payment of Bills The Board received Invoice #1134, in the amount of $160.00, from Conrad Polygraph, covering polygraph examination for 1 police candidate; also invoice #1165, in the amount of $320.00, from Conrad Polygraph, covering polygraph examinations for 2 police candidates. The Board received Statement #166335, in the amount of $1,265.85, from Klein, Thorpe and Jenkins, Ltd., covering legal fees rendered and expenses through September 31, 2013. It was moved by Chairman William Dunne, seconded by Secretary Kenneth Florey, to approve payment of the above invoices, statements submitted. Motion carried. F. Chairperson's Report Chairman William Dunne would like to compliment Detectives M. Chudzinski and J. Kohl, on their very thorough and detailed background investigations on police entry level candidates. Very professional write ups and job well done. G. Vice Chairperson's Report Nothing to report. H. Secretary's Report Nothing to report. I. Correspondence The Board received a memo from Fire Battalion Chief Kickert dated, October 29, 2013 regarding a written reprimand on a firefighter/paramedic. The Board received a memo from Fire Lieutenant Heimbecker dated November 10, 2013 regarding a oral reprimand on a firefighter/paramedic. The Board received requests for signatures for commission cards for 3 probationary firefighters. Unfinished Business Police Chief Byrne would like to review the dates we have set up for the Police Lt./Sgt. promotional lists. The Board discussed the dates and has concluded the prospective Lieutenant candidate interviews will take place on Saturday, December 14, 2013 starting at 7 a.m. and the prospective Sergeant candidates will be interviewed at a later date in January 2014. Fire Chief DiRienzo stated that the Fire Lieutenant promotion application posting is open until December 2, 2013, Stanard & Associates is handling the process. The written test is January 7, 2014 and the assessment center will be January 15 and 16th. K. New Business L. Other Business M. Executive Session It was moved by Chairman William Dunne, seconded by Vice Chairman Thomas Rachubinski, to recess to Executive Session at 7:46 a.m. Motion carried. Reconvene The regular meeting of the Lombard Board of Fire and Police Commissioners reconvened at 8:17 a.m. Present: Chairman William Dunne Vice Chairman Thomas Rachubinski Secretary Kenneth Florey Guests: Police Chief Raymond Byrne Human Resources Administrator Kathleen Dunne Police Administrative Coordinator Barbara Bartolotte It was moved by Chairman William Dunne, seconded by Vice Chairman Thomas Rachubinski to approve the final offer of employment to entry-level police officer candidate, Andrew Stern. Motion carried. It was moved by Chairman William Dunne, seconded by Vice Chairman Thomas Rachubinski to deny conditional offer of employment to entry-level police officer candidate, Joseph Eversole.
