Call to Order and Pledge of Allegiance The Friday, August 22, 2014, meeting of the Lombard Board of Fire and Police Commissioners convened at 7:03 a.m. in the Lombard Village Hall Board Room, 255 East Wilson Avenue, Lombard, Illinois. B. Roll Call of Members Present: Chairman William Dunne Secretary Kenneth Florey Guests: Police Chief Raymond Byrne Fire Chief Paul DiRienzo Human Resources Administrator Kathleen Dunne Police Administrative Coordinator Barbara Bartolotte C. Approval of Minutes It was moved by Chairman William Dunne, seconded by Secretary Kenneth Florey to approve the minutes from the regular meeting on July 25, 2014. Motion carried. D. Public Participation No public. E. Payment of Bills The Board received invoice number 170682 from Klein, Thorpe and Jenkins in the amount of $1,026.98. It was moved by Chairman William Dunne, seconded by Secretary Kenneth Florey to approve payment of the bill. Motion carried. F. Chairperson's Report Nothing to report. G. Vice Chairperson's Report Absent. Village of Lombard Page 1 Board of Fire and Police Minutes - Final August 22, 2014 Commissioners H. Secretary's Report Nothing to report. I. Correspondence The Board received 4 pricing proposals for the Battalion Chief testing process. (Stanard & Associates, Laser Associates, Illinois Fire Chiefs Assoc. and IOS). The Board received correspondence from College of DuPage regarding the progress of probationary police officer Korbin Rome. The Board received a revised written verbal reprimand from Battalion Chief Raymond Kickert to Firefighter/Paramedic Tim Moran. Fire Chief DiRienzo informed the Board as to the rules of the reprimands. An oral reprimand will stay in the employees file for 18 mos. A written reprimand will stay in an employees personnel file for 24 mos., and a suspension is 5 years. The employee is then able to request from personnel to have the reprimands removed from their personnel files after the time has expired from when they received their reprimand. J. Unfinished Business The fire lieutenants promotional testing process is going to arbitration on October 21, 2014 at the Village Hall. The original date was September 17, 2014. New Business The Board was forwarded information from Chief DiRienzo that the hiring of firefighters act was changed for the written score portion. The written score previously was 10% above the medium score. Chief DiRienzo asked the Board to select a percentage for the passing score for the written portion. Chief DiRienzo asked that the Board approve a 70% cut off score which is the percentage that the surrounding towns are approving. The Board approved the 70% cut off score. There were 4 pricing proposals given to the Board regarding the Battalion Chief promotional testing. The Board would like Kathleen Dunne to do research on the price breakdown for each proposal and compare each one and the Board will make a decision at the next meeting. The Board asked the Fire Chief to call the police department references that are on the proposals and ask each department their experience with the testing process with each firm. Chief DiRienzo informed the Board that Art Peters has turned in his retirement papers and his last day with the fire department will be November 2, 2014. There is not a promotional list for Battalion Chiefs at this time. Chief DiRienzo informed the Board that the entry-level firefighter testing will take place September 17th. Oral interviews will need to take place after written testing is completed. Chief DiRienzo asked for the Board's permission to use Stanard & Associates for the questions for the oral interviews.
