A. Call to Order and Pledge of Allegiance
The Friday, October 24, 2014, meeting of the Lombard Board of Fire
and Police Commissioners convened at 7:05 a.m. in the Lombard
Village Hall Board Room, 255 East Wilson Avenue, Lombard, Illinois.
B. Roll Call of Members
Present:
Vice Chairman Thomas Rachubinski
Secretary Kenneth Florey

Deputy Chief Thomas Wirsing
Assistant Fire Chief Jerry Howell

C. Approval of Minutes
It was moved by Vice Chairman Thomas Rachubinski, seconded by
Secretary Kenneth Florey to approve the minutes from the regular
meeting of September 18, 2014. Motion carried.
D. Public Participation
None.
E. Payment of Bills
The Board received Invoice #171500 in the amount of $1,134.00 from
Klein, Thorpe and Jenkins; Invoice #1429 in the amount of $160.00
from Conrad Polygraph for police entry-level candidate. It was moved
by Vice Chairman Thomas Rachubinski, seconded by Secretary
Kenneth Florey to approve payment of the bills. Motion carried.

I. Correspondence
The Board received legal services breakdown from Klein, Thorpe and
Jenkins from Chief Ray Byrne. Deputy Chief Wirsing apprised the
Board on the Klein Thorpe Jenkins bills and what the insurance
company covers and does not cover regarding the Bradford litigation.
The Board received correspondence from the Illinois Law
Enforcement Training Board that police candidate, Korbin Rome,
successfully completed his Law Enforcement Certification
Examination.
The Board received correspondence from Fire Chief DiRienzo
regarding Notification of Changes to Illinois Municipal Code and the
Fire Protection District Act.
The Board received a memo from Chief Ray Byrne regarding police
officer Dan Marciniak. He received a commendation on a "life saving
award."
The Board received 2 memos from B.C. Kickert regarding 2 written
verbal reprimands on a firefighter/paramedic and fire lieutenant.

J. Unfinished Business
Assistant Fire Chief Jerry Howell updated The Board on the following:
Lieutenant testing process: On 10/21 there was a
mediation/arbitration hearing regarding the Lieutenants test
specifically the assessment center component of the test. Both the
Union and Management presented their cases. The
mediator/arbitrator will present his findings and decision within 2
weeks.
Battalion Chief testing process: Human Resources has set up a
meeting with Stanard & Associates for Tuesday, November 11th from
9-Noon to discuss the components of the testing process. Stanard &
Associates did adjust our cost for this testing as requested by The
Board.
New firefighter testing process: On 10/28 and 10/30, 121
firefighter/paramedic candidates will have their oral interviews. There
will be 3 interview panels each consisting of 1 Firefighter, 1 Officer and
1 Human Resources Representative, which is in consensus with the
Union. Training will be held for the panels on 10/27.
K. New Business
It was moved by Secretary Kenneth Florey, seconded by Vice
Chairman Thomas Rachubinski, to decline employment to entry-level
police candidates Jacek Brylewski and Kyle Niewold. Motion carried.

It was moved by Secretary Kenneth Florey, seconded by Vice
Chairman Thomas Rachubinski, to adjourn the regular meeting of the
Lombard Board of Fire and Police Commissioners at 7:14 a.m.
Motion carried.
