Call to Order and Pledge of Allegiance The Friday, February 27, 2015, meeting of the Lombard Board of Fire and Police Commissioners convened at 7:02 a.m. in the Lombard Village Hall Board Room, 255 East Wilson Avenue, Lombard, Illinois. B. Roll Call of Members Present: Chairman, William Dunne Vice Chairman, Thomas Rachubinski Secretary, Kenneth Florey Guests: Police Chief, Raymond Byrne Fire Chief, Paul DiRienzo Police Administrative Coordinator, Barbara Bartolotte C. Approval of Minutes It was moved by Chairman William Dunne, seconded by Vice Chairman Thomas Rachubinski to approve the minutes from the regular meeting on January 23, 2015. Motion carried. D. Public Participation None E. Payment of Bills The Board received invoice #1525 from Conrad Polygraph in the amount of $800.00 for 5 police candidates; invoice #1563 from Conrad Polygraph in the amount of $800.00 for 5 police candidates; and invoice #173815 from Klein, Thorpe and Jenkins in the amount of $370.50. It was moved by Chairman William Dunne, seconded by Vice Chairman Thomas Rachubinski to approve payment of the bills. Motion carried. F. Chairperson's Report Nothing to report. G. Correspondence The Board received four memos of recognition regarding Village of Lombard with Fire & Life Safety Initiatives classes, from Fire Lt. Tony Sally to Bob Hopper, Jeff Abruzino, Chris Wilmot and Tim Gorvett. The Board received a memo of written reprimand from Fire Lt. Mike Ringa to a firefighter/paramedic, a memo of written reprimand from Fire Chief Paul DiRienzo to a firefighter/paramedic, and a memo of notice of suspension to a firefighter/paramedic from Fire Lt. Mike Ringa and Acting Battalion Chief Brian Stuart. The Board received the 2014 Goals/Objectives that were completed and 2015 Goals/Objectives for the Board to review. J. Unfinished Business Chief DiRienzo announced that today, February 27th the first two portions of the assessment center will be taking place for Fire Lt. promotional testing. Tuesday, March 3rd the Board will be conducting the oral interviews for the Fire Lieutenants testing. Battalion Chief promotional test has been posted. Applications must be turned in by March 16th. The assessment portion will take place on March 23rd and the oral portion the Board will conduct on March 25th. There are 3 eligible candidates taking the test. K. New Business Police Chief Raymond Byrne requested the Board to approve a new motion to set the passing score for police officer candidates at 75% or higher. It was moved by Vice Chairman Thomas Rachubinski, seconded by Chairman William Dunne. Motion carried. Police Chief Raymond Byrne asked the Board's permission for when we conduct the next police officer eligibility list if we may run a lateral police officer entry test as well. It was moved by Chairman William Dunne, seconded by Vice Chairman Thomas Rachubinski to approve the lateral entry testing. Motion carried. Reconvene The regular meeting of the Lombard Board of Fire and Police Commissioners reconvened at 7:34 a.m. Present: Chairman, William Dunne Vice Chairman, Thomas Rachubinski Secretary, Kenneth Florey Guests: Police Chief, Raymond Byrne Fire Chief, Paul DiRienzo Police Administrative Coordinator, Barbara Bartolotte It was moved by Chairman William Dunne, seconded by Vice Chairman Thomas Rachubinski to deny conditional offers of employment to police officer candidates, Adam Sweeney and Eric Maurer. Motion carried. It was moved by Chairman William Dunne, seconded by Vice Chairman Thomas Rachubinski to extend conditional offers of employment to police officer candidates, Timothy Franken and Brian Bastian. Motion carried. It was moved by Chairman William Dunne, seconded by Vice Chairman Thomas Rachubinski to deny to proceed with background checks on firefighter/paramedic candidates, Robert Deubel, Drew Muffler, Peter Penkava, Jonathan Malhiot and Matthew Tinker. Motion carried. It was moved by Chairman William Dunne, seconded by Vice Chairman Thomas Rachubinski to proceed with background checks on firefighter/paramedic candidates, Eric Ramseth, Chad Mezzera, Patrick Fogarty, Luis Carbajal and Kevin Roe.
