Call to Order and Pledge of Allegiance The Friday, June 24, 2016 meeting of the Lombard Board of Fire and Police Commissioners convened at 6:50 a.m. in the Lombard Village Hall Board Room, 255 East Wilson Avenue, Lombard, Illinois. B. Roll Call of Members Present: Chairman, William Dunne Vice Chairman, Thomas Rachubinski Guests: Police Chief, Raymond Byrne Assistant Fire Chief, Jerry Howell Deputy Chief of Police, Thomas Wirsing Deputy Chief of Police, Roy Newton Human Resources Director, Kathleen Dunne Fire Administrative Coordinator, Pamm Cooper Police Administrative Coordinator, Barbara Bartolotte C. Approval of Minutes It was moved by Chairman, William Dunne, seconded by Vice Chairman, Thomas Rachubinski to approve the minutes from the regular meeting on May 20, 2016 and the special meeting on June 6, 2016. Motion carried. D. Public Participation E. Payment of Bills The Board received invoice 2039 in the amount of $1,360 and invoice 2070 in the amount of $1,280 from Conrad Polygraph for polygraphs taken on police and fire candidates; invoice SA000031529 in the amount of $395 from Stanard & Associates for a personality evaluation for a police candidate; invoice 91153 in the amount of $610.00 and invoice 91155 in the amount of $660 from Elmhurst Memorial Occupational Health for physicals given to one police candidate and one firefighter candidate. Correspondence The Board received a memo from Battalion Chief Raymond Kickert regarding a written reprimand to a firefighter/paramedic; a memo from Lt. Frank Gallione regarding a written verbal reprimand to a firefighter/paramedic; and a copy of verbiage from the Board of Fire and Police Commissioners Rules from Chief Byrne regarding the promotional selection process. J. Unfinished Business K. New Business It was moved by Chairman William Dunne, seconded by Vice Chairman Thomas Rachubinski to approve the fire departments request to use the College of DuPage's Firefighting Testing Consortium for their application testing process. Motion carried. Chairman William Dunne gave the ok for Police Chief Raymond Byrne to move forward with the legal and make sure everything is clean regarding the police department new lieutenant testing process. L. Other Business M. Executive Session It was moved by Chairman William Dunne, seconded by Vice Chairman Thomas Rachubinski to recess to executive session at 6:52 a.m. Motion carried. Reconvene The regular meeting of the Lombard Board of Fire and Police Commissioners reconvened at 7:55 a.m. Present: Chairman, William Dunne Vice Chairman, Thomas Rachubinski Guests: Police Chief, Raymond Byrne Assistant Fire Chief, Jerry Howell Deputy Chief of Police, Thomas Wirsing Deputy Chief of Police, Roy Newton Human Resources Director, Kathleen Dunne Fire Administrative Coordinator, Pamm Cooper Police Administrative Coordinator, Barbara Bartolotte It was moved by Chairman William Dunne, seconded by Vice Chairman Thomas Rachubinski to extend a final offer of employment to police candidate, Mark Pries and a conditional offer of employment to firefighter, Kevin Wnek. The Board denied a background check on police candidate, Paul Mikolajczak. Motion carried. It was moved by Chairman William Dunne, seconded by Vice Chairman Thomas Rachubinski to promote police detective Joseph Menolascino to the rank of Sergeant. Motion carried. O.
