Call to Order and Pledge of Allegiance The Thursday, July 28, 2016 meeting of the Lombard Board of Fire and Police Commissioners convened at 4:02 p.m. in the Lombard Village Hall Board Room, 255 East Wilson Avenue, Lombard, Illinois. B. Roll Call of Members Present: Chairman, William Dunne Vice Chairman, Thomas Rachubinski Secretary, Kenneth Florey Guests: Police Chief, Raymond Byrne Assistant Fire Chief, Jerry Howell Police Administrative Coordinator, Barbara Bartolotte C. Approval of Minutes It was moved by Chairman William Dunne, seconded by Vice Chairman Thomas Rachubinski to approve the minutes from the Special Meeting on June 20, 2016, Regular Meeting on June 24, 2016, Special Meeting on July 7, 2016 and Special Meeting on July 13, 2016. Motion carried. D. Public Participation E. Payment of Bills The Board received invoice #2070 in the amount of $1280.00 and invoice #2112 in the amount of $1540.00 from Conrad Polygraph for polygraphs done for police and fire candidates; invoice #SA000031731 in the amount of $395.00 from Stanard & Associates for personality evaluation for police candidate; and invoice #183383 in the amount of $225.50 from Klein, Thorpe and Jenkins regarding research on right to pass on appointment regarding firefighters. It was moved by Chairman William Dunne, seconded by Secretary Kenneth Florey to approve payment of all bills. Motion carried. F. Correspondence The Board received a Letter of Appreciation to Officer Tom McElroy from Police Chief Raymond Byrne regarding a death investigation call; a memorandum from Village Manager Scott Niehaus regarding authorization to proceed with the promotion of 1 police sergeant with an effective date of October 13, 2016; memorandum from Police Chief Raymond Byrne regarding the 2 year probationary period ending for Officer Korbin Rome; and certificates of appointment for Police Officer, Korbin Rome, Probationary Officers Mark Pries and Daniel Herrera. J. Unfinished Business K. New Business Regarding the proposed amendment to the Board's Rules and Regulations -- Chapter IV, Section 1 the Board reviewed the proposed amended changes and decided to research this amendment change further and will re-address this proposed change at the next Board of Fire and Police Commissioners meeting. L. Other Business M. Executive Session It was moved by Chairman William Dunne, seconded by Vice Chairman Thomas Rachubinski to recess to executive session at 4:33 p.m. Motion carried. Reconvene The regular meeting of the Lombard Board of Fire and Police Commissioners reconvened at 4:50 p.m. Present: Chairman, William Dunne Vice Chairman, Thomas Rachubinski Secretary, Kenneth Florey Guests: Police Chief, Raymond Byrne Assistant Fire Chief, Jerry Howell Police Administrative Coordinator, Barbara Bartolotte It was moved by Chairman William Dunne, seconded by Vice Chairman Thomas Rachubinski to approve the 3 police candidates to move forward with background checks. Motion carried. O.
