Call to Order and Pledge of Allegiance The Friday, January 27, 2017 regular meeting of the Lombard Board of Fire and Police Commissioners convened at 7:01 a.m. in the Lombard Village Hall Board Room, 255 East Wilson Avenue, Lombard, Illinois. B. Roll Call of Members Present: Vice Chairman, Thomas Rachubinski Secretary, Kenneth Florey Guests: Police Chief, Raymond Byrne Fire Chief, Rick Sander Human Resources Director, Kathleen Dunne Attorney, Jason Guisinger Police Administrative Coordinator, Barbara Bartolotte C. Approval of Minutes It was moved by Vice Chairman Thomas Rachubinski, seconded by Secretary Kenneth Florey to approve the minutes from the Special Meeting on October 14, 2016, and the Special Meeting on November 22, 2016. Motion carried. D. Public Participation E. Payment of Bills The Board received invoice #186694 from Klein, Thorpe and Jenkins in the amount of $307.50 re: research on fire department hiring process and invoice #SA000033052 from Stanard & Associates in the amount of $4,172.92 for 2016 entry-level firefighter oral interview process. It was moved by Vice Chairman Thomas Rachubinski, seconded by Secretary Kenneth Florey to approve payment of bills. Motion carried. F. Correspondence The Board received a letter from a police candidate that previously declined when called on the police eligibility list to be reinstated on the list. The Board received a commendation letter from a Villa Park citizen regarding Officer Ryan Postal for his professional service and attitude. The Board received 2 written reprimand memos from the fire department. One from Fire Chief Rick Sander to a Battalion Chief and one from Battalion Chief Ray Kickert to a Lieutenant. The Board received a memo from Village Manager Scott Niehaus regarding authorization of promotions, hiring and testing for the Fire Department. The Board received a revised union contract regarding promotions to the rank of lieutenant for the fire department. J. Unfinished Business Village of Lombard Page 2 Board of Fire and Police Minutes - Final January 27, 2017 Commissioners K. New Business Fire Chief Sander asked the Board to approve and fill 3 vacancies that the fire department has open at this time. One Fire Battalion Chief, one Fire Lieutenant and one Firefighter Paramedic. It was moved by Vice Chairman Thomas Rachubinski, seconded by Secretary Kenneth Florey to move ahead to fill the 3 fire department vacancies. Motion carried. Fire Chief Sander asked the Board if he could move forward with the testing process to prepare a new fire lieutenants list. The Board instructed Fire Chief Sander to bring back to the Board proposals from testing companies and present them to the Board at the next Board meeting. Chief Byrne mentioned that a police candidate currently on our police eligibility list previously declined employment with the Lombard Police Department. Since then she made a request to be placed back on the list. It was moved by Secretary Kenneth Florey, seconded by Vice Chairman Thomas Rachubinski to place the candidate back on the police eligibility list. Motion carried. Chief Byrne requested if he may move forward with the police sergeant and lieutenant testing process. Chief Byrne recommends we hire the company Stanard & Associates for the testing process. The Board requested that Chief Byrne bring back a proposal from Stanard & Associates to the next Board meeting and also timeline. L. Other Business M. Executive Session It was moved by Vice Chairman Thomas Rachubinski, seconded by Secretary Kenneth Florey to recess to executive session at 7:11 a.m. Motion carried. Reconvene The regular meeting of the Lombard Board of Fire and Police Commissioners reconvened at 7:17 a.m. Present: Vice Chairman, Thomas Rachubinski Secretary, Kenneth Florey Guests: Fire Chief, Rick Sander Human Resources Director, Kathleen Dunne Attorney, Jason Guisinger Police Administrative Coordinator, Barbara Bartolotte It was moved by Vice Chairman Thomas Rachubinski, seconded by Secretary Kenneth Florey to promote Fire Lieutenant Doug Cail to Fire Battalion Chief and firefighter Don Volz to Fire Lieutenant. Motion carried. O. New Business The fire department is seeking to fill the following open positions: 1 Fire Battalion Chief, 1 Fire Lieutenant and 1 Firefighter Paramedic. (Chief Sander) Approval from the Board to start the fire lieutenant testing process. (Chief Sander) Approval from the Board for a candidate to be reinstated onto police eligibility list after declining. (Chief Byrne) Police Lieutenant and Sergeant promotional testing. (Chief Byrne) L. Other Business Next meeting date - February 24, 2017 at 7:00 a.m. M. Executive Session The appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the public body or legal counsel of the public body, including hearing testimony on a complaint lodged against an employee of the public body or against legal counsel for the public body to determine its validity.
