A. Call to Order and Pledge of Allegiance
The Friday, February 24, 2017 regular meeting of the Lombard Board
of Fire and Police Commissioners convened at 3:31 p.m. in the
Lombard Village Hall Board Room, 255 East Wilson Avenue,
Lombard, Illinois.

C. Approval of Minutes
It was moved by Chairman William Dunne, seconded by Vice
Chairman Thomas Rachubinski to approve the minutes from the
regular meeting on January 27, 2017. Motion carried.
D. Public Participation
E. Payment of Bills
The Board received invoice 00031649-00 from Elmhurst Occupational
Health for medical testing done for one police candidate and 3
firefighter candidates for the hiring process in the amount of
$4,773.00; and invoice 2383 from Conrad Polygraph for polygraph for
a police candidate in the amount of $160.00. It was moved by
Chairman William Dunne, seconded by Vice Chairman Thomas
Rachubinski to approve payment of the bills. Motion carried.

Deputy Chief Newton presented the Board with a pricing quote
regarding the police lieutenant and sergeant testing process from
Stanard & Associates. The quote Stanard & Associates presented is
the exact same quote they gave 3 years ago. It was moved by
Chairman William Dunne, seconded by Secretary Kenneth Florey to
move forward with hiring Stanard & Associates for the police
lieutenant and sergeant testing process. Motion carried.
Fire Chief Rick Sander mentioned to the Board that with the new
contract they changed the some testing requirements. Firefighter Alex
Johnson mentioned that there is a revised merit and efficiency rating
packet for the Battalion Chief testing process. He passed out same to
the Board for their review. The rest of the contract changes for
Lieutenant and Battalion Chief testing are straightforward and were
previously sent to the Board. The Board will present the same
questions to every candidate and candidates have the right to review
for explanations and are subject to grievance procedures.
Chief Sander submitted to the Board proposals from 4 vendors for the
firefighter lieutenant testing process. It was moved by Chairman
William Dunne, seconded by Secretary Kenneth Florey to move
forward with Stanard & Associates for the testing process. Motion
carried.
The Board asked if Conrad Polygraph could attend one of our
meetings to discuss their process. Kathleen Dunne will coordinate to
have one of their staff attend a meeting in the near future.

K. New Business
Chief Sander asked for approval for the final firefighter eligibility list. It
was moved by Chairman William Dunne, seconded by Secretary
Kenneth Florey to approve the final firefighter eligibility list. Motion
carried. The Board approved to send 5 firefighers for testing.
Chief Sander asked the Board for authorization to fill one entry-level
firefighter paramedic position. It was moved by Chairman William
Dunne, seconded by Secretary Kenneth Florey to authorize the hiring
of one firefighter paramedic. Motion carried.
Lieutenant Brian Stuart proposed to the Board that he would like to do
a pre-employment background investigation on the firefighter
candidates before they move forward to the polygraph portion of the
testing process. The Board's decision at this time is to keep the
background investigation process the way that it has previously been
done. Candidates will be sent for the polygraph first and then a
background investigation will be done on each candidate. The Board
recommended to Lt. Stuart that they would like him to revisit this topic
in six months.

Chairman Thomas Rachubinski to adjourn the regular meeting of the
Lombard Board of Fire and Police Commissioners at 4:25 p.m.
