Call to Order and Pledge of Allegiance The Thursday, April 20, 2017 meeting of the Lombard Board of Fire and Police Commissioners convened at 3:03 p.m. in the Lombard Village Hall Board Room, 255 E. Wilson Avenue, Lombard, Illinois. B. Roll Call of Members Present: Chairman, William Dunne Vice Chairman, Thomas Rachubinski Secretary, Kenneth Florey Guests: Police Chief, Raymond Byrne Fire Chief, Rick Sander Human Resources Director, Kathleen Dunne Police Administrative Coordinator, Barbara Bartolotte C. Approval of Minutes It was moved by Chairman, William Dunne seconded by Vice Chairman, Thomas Rachubinski to approve the minutes from the Regular Meeting on March 24, 2017 and the Special Meeting on April 6, 2017. Motion carried. D. Public Participation E. Payment of Bills The Board received Invoice#SA0000338445 in the amount of $8,628.31 for the 2017 Fire Lt. promotional testing process and #SA000033850 in the amount of $11,292.24 for 2017 Police Sgt. and Lt. Promotional testing process from Stanard & Associates; Invoice #2458 in the amount of $667.50 for polygraphs for fire candidates from Conrad Polygraph. It was moved by Chairman William Dunne, seconded by Vice Chairman Thomas Rachubinski to approve the payment of the bills. Motion carried. F. Chairperson's Report Chairman William Dunne presented to the Board a Memo he received from a citizen of Lombard commending the police and fire departments for their skills and professionalism for a accident that her daughter was in. Correspondence The Board received a copy of a letter of appreciation from Chief Ray Byrne addressed to 11 police officers commending them for a job well done on a traffic stop that turned into a fleeing suspect and concluded with the charge of Unlawful Use of Weapon; memo from Lt. Frank Gallione to a firefighter/paramedic regarding a written reprimand; Certificates of Appointment for Police Officer Brian Bastian, Timothy Franken and Probationary Police Officer Michelle Duhr; a copy of a memo from Chief Ray Byrne to all sworn personnel regarding the promotional testing process and the timeline for the Sergeant and Lieutenant ranks; a memo addressed to the Board from Chief Ray Byrne regarding the department merit and efficiency rating for Sgt./Lt. Promotional Testing; and copies of the police Sgt. and Lt.'s promotional testing packets for information only. J. Unfinished Business Police Chief Raymond Byrne presented the Board with a proposed police merit and efficiency rating form for the Sgt. and Lt. promotional testing process. It was moved by Secretary Kenneth Florey, seconded by Chairman William Dunne to approve the merit and efficiency forms. Motion carried. K. New Business Fire Chief Rick Sander requested the Board set up a special meeting to go over a fire candidates background investigation and to approve a conditional offer of employment for the candidate. The Board set up the special meeting date for April 24, 2017. L. Other Business M. Executive Session N.
