Call to Order and Pledge of Allegiance The Friday, July 28, 2017 meeting of the Lombard Board of Fire and Police Commissioners convened at 7:00 a.m. in the Lombard Village Hall Board Room, 255 E. Wilson Avenue, Lombard, Illinois. B. Roll Call of Members Present: Chairman, Thomas Rachubinski Vice Chairman, Kenneth Florey Secretary, Kyle Dolan Guests: Police Chief, Raymond Byrne Deputy Chief of Police, Tom Wirsing Deputy Chief of Police, Roy Newton Assistant Fire Chief, Jerry Howell Village Attorney, Jason Guisinger Human Resources Director, Kathleen Dunne Police Administrative Coordinator, Barbara Bartolotte C. Approval of Minutes It was moved by Chairman Thomas Rachubinski, seconded by Secretary Kyle Dolan to approve the minutes from the regular meeting on June 23, 2017. Motion carried. D. Public Participation E. Payment of Bills The Board received invoice #2556 from Conrad Polygraph in the amount of $1280.00 for 8 police candidate polygraphs; and invoice #190294 from Klein, Thorpe and Jenkins in the amount of $357.00 for attorney attendance at BOFPC meeting and communications with Chief Byrne regarding closed session issues. It was moved by Chairman Thomas Rachubinski, seconded by Secretary Kyle Dolan to approve payment of the bills. Motion carried. F. Chairperson's Report Village of Lombard Page 1 Board of Fire and Police Minutes - Final July 28, 2017 Commissioners G. Vice Chairperson's Report H. Secretary's Report I. Correspondence J. Unfinished Business Assistant Fire Chief Jerry Howell informed the Board that there are 4 more components left of the fire lieutenant promotional process. He asked the Board for dates for when they can interview the candidates. Barb will email the Board members and set up the dates for the interviews. K. New Business It was moved by Chairman Thomas Rachubinski, seconded by Secretary Kyle Dolan to approve the initial police sergeant eligibility list. Motion carried. It was moved by Chairman Thomas Rachubinski, seconded by Secretary Kyle Dolan to approve the initial police lieutenant eligibility list. Motion carried. Police Chief Raymond Byrne advised the Board that the newly appointed Police Chief is Roy Newton. L. Other Business M. Executive Session It was moved by Chairman Thomas Rachubinski, seconded by Secretary Kyle Dolan to recess to executive session to review conditional offer of employment for police candidates at 7:10 a.m. Motion carried. Reconvene The regular meeting of the Lombard Board of Fire and Police Commissioners reconvened at 7:15 a.m. Present: Chairman, Thomas Rachubinski Vice Chairman, Kenneth Florey Secretary, Kyle Dolan Guests: Police Chief, Raymond Byrne Deputy Chief of Police, Tom Wirsing Deputy Chief of Police, Roy Newton Assistant Fire Chief, Jerry Howell Village Attorney, Jason Guisinger Human Resources Director, Kathleen Dunne Police Administrative Coordinator, Barbara Bartolotte It was moved by Chairman Thomas Rachubinski, seconded by Secretary Kyle Dolan to deny conditional offers of employment to police candidates, Amanda Wrann and Joseph Vitek. Motion carried. O.
