Call to Order and Pledge of Allegiance The Friday, August 25, 2017 meeting of the Lombard Board of Fire and Police Commissioners convened at 7:15 a.m. in the Lombard Village Hall Board Room, 255 E. Wilson Avenue, Lombard, Illinois. B. Roll Call of Members Present: Chairman, Thomas Rachubinski Vice Chairman, Kenneth Florey Secretary, Kyle Dolan Guests: Police Chief, Roy Newton Fire Chief, Rick Sander Deputy Chief of Police, Thomas Wirsing Assistant Fire Chief, Jerry Howell Village Attorney, Jason Guisinger Fire Administrative Coordinator, Sheila York Police Administrative Coordinator, Barbara Bartolotte C. Approval of Minutes It was moved by Chairman, Thomas Rachubinski, seconded by Vice Chairman Kenneth Florey to approve the minutes from the regular meeting on July 28, 2017. Motion carried. D. Public Participation E. Payment of Bills The Board received invoice #2600 from Conrad Polygraph in the amount of $640.00. It was moved by Chairman Thomas Rachubinski, seconded by Vice Chairman Kenneth Florey to approve payment of the bill. Motion carried. F. Chairperson's Report G. Vice Chairperson's Report Village of Lombard Page 1 Board of Fire and Police Minutes - Final August 25, 2017 Commissioners H. Secretary's Report I. Correspondence The Board received a Certificate of Appointment for Patrol Officer Evan Boros for completing his 2 year probationary training period and letters of appreciation from the Chief of Police to Sgt. Grage, Ofc. Latronica, Ofc. Stern and Ofc. Rojas for the Illinois Traffic Safety Challenge and finishing second place. J. Unfinished Business It was moved by Chairman Thomas Rachubinski, seconded by Vice Chairman Kenneth Florey to approve patrol officer status for police officer Evan Boros who completed his 2 year probationary period. Motion carried. It was moved by Vice Chairman Kenneth Florey, seconded by Secretary Kyle Dolan to approve the Police Sergeant and Police Lieutenant Promotional Lists. Motion carried. Fire Chief Rick Sander updated the Board on the Fire Lieutenant promotional process. The merit and efficiency portion was completed last week, next week will be the assessment center and for the final process will be the Board's oral interviews. New Business Fire Chief Rick Sander stated that firefighter/paramedic Joshua Hays withdrew from the fire lieutenant promotional process. There are currently 15 candidates. Fire Chief Rick Sander talked about there will be a brief ceremony on September 11th at Fire Station 1 to commemorate 9/11. This will start at approximately 8:45 a.m. Fire Chief Rick Sander asked the Board if he may contact the next two candidates on their firefighter eligibility list to inquire if they are still interested in a job with the fire department. If they are not interested, he would like to send 2 more candidates for polygraphs. The Board approved this request. Police Chief Roy Newton thanked the Board for their time and effort in reviewing all of the police candidates presented to them. L. Other Business M. Executive Session It was moved by Vice Chairman Kenneth Florey, seconded by Secretary Kyle Dolan to recess to executive session to review conditional offers of employment for police candidates at 7:20 a.m. Motion carried. Reconvene The regular meeting of the Lombard Board of Fire and Police Commissioners reconvened at 7:50 a.m. Present: Chairman, Thomas Rachubinski Vice Chairman, Kenneth Florey Secretary, Kyle Dolan Guests: Police Chief, Roy Newton Deputy Chief of Police, Thomas Wirsing Human Resources Director, Kathleen Dunne Village Attorney, Jason Guisinger Police Administrative Coordinator, Barbara Bartolotte It was moved by Chairman Thomas Rachubinski, seconded by Vice Chairman Kenneth Florey to approve conditional offers of employment to police candidates Alexander Martino and Michael Vasquez. Motion carried. It was moved by Vice Chairman Kenneth Florey, seconded by Secretary Kyle Dolan, with Chairman Thomas Rachubinski recusing himself, to approve the conditional offer of employment to police candidate Matthew Eklin. Motion carried. It was moved by Chairman Thomas Rachubinski, seconded by Secretary Kyle Dolan to deny conditional offers of employment to police candidates, Katie Kaminski, Timothy Marz, Daniel Rubio, Emmanuel Brambila, Krystle Misher, Wilfredo Cruz, Patrick Hardy-Henry, Kyle Pilmer, James Cogley and Erik Medina.
