A. Call to Order and Pledge of Allegiance
The Friday, October 27, 2017 meeting of the Lombard Board of Fire and
Police Commissioners convened at 7:15 a.m. in the Lombard Village
Hall Board Room, 255 E. Wilson Avenue, Lombard, Illinois.
B. Roll Call of Members
Present:
Chairman, Thomas Rachubinski

Police Chief, Roy Newton
Fire Chief, Rick Sander
Assistant Fire Chief, Jerry Howell
Human Resources Director, Kathleen Dunne
Police Administrative Coordinator, Barbara Bartolotte
C. Approval of Minutes
It was moved by Chairman, Thomas Rachubinski, seconded by
Secretary, Kyle Dolan to approve the minutes from the regular meeting
on August 25, 2017 and special meeting on September 1, 2017. Motion
carried.
D. Public Participation
E. Payment of Bills
The Board received invoice #191253 from Klein Thorpe and Jenkins in
the amount of $777.00 for legal services rendered for August and
September; invoice #52155 from Elmhurst Occupational Health in the
amount of $670 for medical testing for new police candidate; and invoice
#SA000035105 from Stanard & Associates in the amount of $16,754.51
for 2017 police sergeant and lieutenant promotional testing process. It
was moved by Chairman Thomas Rachubinski, seconded by Secretary
Kyle Dolan to approve payment of all bills. Motion carried.

I. Correspondence
The Board received a memo from Police Chief, Roy Newton requesting
to hire new police officers; a memo from Village Manager, Scott Niehaus
giving authorization to hire 4 new police officers; copies of letters of
appreciation from Police Chief, Roy Newton addressed to 6 police
officers for their hard work and dedication regarding various arrests and
a department K-9 grant award; a memo from Fire Chief, Rick Sander
regarding the fire department reorganization; a memo from Village
Manager, Scott Niehaus giving authorization for the fire department to
hire 2 new firefighters; and a memo from Fire Chief, Rick Sander
addressed to a Battalion Chief regarding his probationary period.
J. Unfinished Business
K. New Business
Fire Chief Rick Sander, apprised the Board that with the new fire
department reorganization it will put the fire department moving forward
in a better direction. The fire department will have a sworn Deputy Chief
and the department will be divided into administration and operations.
It was moved by Chairman, Thomas Rachubinski, seconded by
Secretary, Kyle Dolan to approve the Final Fire Lieutenant's Eligibility
List. Motion carried.
The Board approved to send three firefighter candidates for polygraphs.

It was moved by Chairman, Thomas Rachubinski, seconded by
Secretary, Kyle Dolan to recess to executive session at 7:25 a.m.
Motion carried.

Commissioners reconvened at 7:31 a.m.

It was moved by Chairman, Thomas Rachubinski, seconded by
Secretary Kyle Dolan to move foward with background investigations
with 2 firefighter candidates. Motion carried.
O. Adjournment
It was moved by Chairman, Thomas Rachubinski, seconded by
Secretary, Kyle Dolan to adjourn the regular meeting of the Lombard
Board of Fire and Police Commissioners at 7:33 a.m. Motion carried.
