A. Call to Order and Pledge of Allegiance
The Wednesday, December 20, 2017 meeting of the Lombard Board of
Fire and Police Commissioners convened at 7:45 a.m. in the Lombard
Village Hall Board Room, 255 East Wilson Avenue, Lombard, Illinois.
B. Roll Call of Members
Present:
Chairman, Thomas Rachubinski
Vice Chairman, Kenneth Florey
Secretary, Kyle Dolan
Guests:
Fire Chief, Rick Sander
Assistant Fire Chief, Jerry Howell
Human Resources Director, Kathleen Dunne
Fire Administrative Coordinator, Sheila York
Police Administrative Coordinator, Barbara Bartolotte
C. Approval of Minutes
It was moved by Chairman, Thomas Rachubinski, seconded by
Secretary, Kyle Dolan to approve the minutes from the Regular Meeting
on October 27, 2017 and Regular Meeting on November 20, 2017.
Motion carried.
D. Public Participation
E. Payment of Bills
The Board received invoice#SA000035595 from Stanard & Associates
in the amount of $1,185.00 for 3 police candidate personality
evaluations; and invoice#SA000036175 from Stanard & Associates in
the amount of $3,090.81 for Oral interview question review meeting;
assessor training and scoring results. It was moved by Chairman
Thomas Rachubinski seconded by Secretary Kyle Dolan to approve
payment of the bills. Motion carried.

I. Correspondence
The Board received a memorandum from Village Manager, Scott
Niehaus with authorization to promote 1 Fire Lieutenant and 1 Fire
Battalion Chief.
J. Unfinished Business
It was moved by Chairman Thomas Rachubinski, seconded by Secretary
Kyle Dolan to approve the 2017 Final Police Officer Lateral List and
2017 Police Officer Final Eligibility List. Motion carried.
K. New Business
It was moved by Vice Chairman, Kenneth Florey seconded by Secretary,
Kyle Dolan to promote firefighter Jeffrey Abruzino to Fire Lieutenant and
to promote Fire Lt. Brian Stuart to Fire Battalion Chief both effective
January 1, 2018. Motion carried.
It was moved by Chairman, Thomas Rachubinski seconded by
Secretary, Kyle Dolan to move forward with the Fire Battalion Chief
testing process. Motion carried.
L. Other Business
M. Executive Session
It was moved by Chairman Thomas Rachubinski, seconded by Secretary
Kyle Dolan to recess to executive session at 7:55 a.m. Motion carried.

The regular meeting of the Lombard Board of Fire and Police
Commissioners reconvened at 8:06 a.m.

Police Administrative Coordinator, Barbara Bartolotte
It was moved by Chairman, Thomas Rachubinski, seconded by Vice
Chairman, Kenneth Florey to proceed with background checks for
firefighters, Steven Kemnitz and Brandon Stanonik and send a denial
letter of employment to firefighter Robert Proctor. Motion carried.
O. Adjournment
It was moved by Chairman, Thomas Rachubinski, seconded by
Secretary, Kyle Dolan to adjourn the regular meeting of the Lombard
Board of Fire and Police Commissioners at 8:07 a.m. Motion carried.
