A. Call to Order and Pledge of Allegiance
The Friday, February 23, 2018 regular meeting of the Lombard Board of
Fire and Police Commissioners convened at 7:45 a.m. in the Lombard
Village Hall Board Room, 255 East Wilson Avenue, Lombard, Illinois
60148.
B. Roll Call of Members
Present:

Fire Administrative Coordinator, Sheila York

C. Approval of Minutes
It was moved by Chairman, Thomas Rachubinski, seconded by
Secretary, Kyle Dolan to approve the minutes from the Regular Meeting
on January 26, 2018 and the Special Meeting on February 13, 2018.
Motion carried.
D. Public Participation
E. Payment of Bills
The Board received Invoice# SA000036611 in the amount of $8,216.07
for the 2018 Battalion Chief testing process and Invoice# SA000036589
in the amount of $790.00 for personality evaluations for 2 firefighters from
Stanard & Associates; and Invoice# 2824 in the amount of $827.50 for 3
police candidate polygraphs and 3 firefighter candidate polygraphs from
Conrad & Associates. It was moved by Chairman, Thomas Rachubinski,
seconded by Secretary, Kyle Dolan to approve payment of the bills.
Motion carried.

I. Correspondence
The Board received a memorandum from Village Manager, Scott
Niehaus authorizing the hiring of 1 firefighter; copy of a memorandum
from Battalion Chief Brian Stuart regarding his notice to retire; and 2
certificate of appointments effective February 13, 2018 for Lt. John
Malatia and Sgt. Jason Chudzinski.
J. Unfinished Business

The Board approved the hiring of 1 firefighter and the promotion of 1 Fire
Lieutenant and 1 Fire Battalion Chief.
The Board approved to send 5 more firefighter candidates for
polygraphs.
L. Other Business
M. Executive Session
It was moved by Chairman, Thomas Rachubinski, seconded by
Secretary, Kyle Dolan to recess to executive session at 7:50 a.m.

It was moved by Chairman, Thomas Rachubinski, seconded by
Secretary, Kyle Dolan to extend conditional offers of employment to
police candidates, Aleksander Barylowicz, Sean Poindexter and Laura
Shemsiu. Motion carried.
It was moved by Chairman, Thomas Rachubinski, seconded by
Secretary, Kyle Dolan to proceed with background investigations for 2
firefighter candidates. Motion carried.
O. Adjournment
It was moved by Chairman, Thomas Rachubinski, seconded by
Secretary, Kyle Dolan to adjourn the regular meeting of the Lombard
Board of Fire and Police Commissioners at 8:00 a.m. Motion carried.
