Call to Order and Pledge of Allegiance The Friday, April 27, 2018 meeting of the Lombard Board of Fire and Police Commissioners convened at 7:45 a.m. in the Lombard Village Hall Board Room, 255 East Wilson Avenue, Lombard, Illinois 60148 B. Roll Call of Members Present: Chairman, Thomas Rachubinski Vice Chairman, Ken Florey Secretary, Kyle Dolan Guests: Police Chief, Roy Newton Fire Chief, Rick Sander Human Resources Director, Kathleen Dunne Attorney, Jason Guisinger Fire Administrative Coordinator, Sheila York Police Administrative Coordinator, Barbara Bartolotte C. Approval of Minutes It was moved by Secretary Kyle Dolan, seconded by Chairman Thomas Rachubinski to approve the minutes from the special meeting on March 16, 2018. Motion carried. D. Public Participation E. Payment of Bills The Board received Invoice#00067869 from Elmhurst Occupational Health in the amount of $3,220.00 for 3 police candidates for hiring medical testing; Invoice#SA000037173 from Stanard & Associates in the amount of $1,185.00 for personality evaluations for 3 police candidates; Invoice#2827 from Conrad Polygraph in the amount of $320.00 for polygraphs for 2 police candidates; Invoice#2878 from Conrad Polygraph in the amount of $640.00 for polygraphs 4 firefighter candidates; Invoice#2880 from Conrad Polygraph in the amount of $1,120.00 for polygraphs for 7 police candidates. It was moved by Chairman Thomas Rachubinski, seconded by secretary Kyle Dolan to approve payment of all bills. Motion carried. Correspondence The Board received a copy of a memorandum from Village Manager, Scott Niehaus regarding authorization to proceed with the hiring of 1 police officer; a copy of a memorandum from Police Chief, Roy Newton recommending probationary police officer Ryan Postal be given "full time" status as a police officer; a copy of a memorandum from Fire Chief, Rick Sander proposing new entry level firefighting/paramedic testing procedures; Certificate of Appointments for probationary police officers, Aleksander Barylowicz, Sean Poindexter and Laura Shemsiu and Certificate of Appointment for Police Officer Ryan Postal. J. Unfinished Business K. New Business Fire Chief Rick Sander introduced a representative from IO Solutions. She talked about their company and what they do. The proposal is that IO Solutions takes over the hiring process for firefighters and testing will be done in house. Also the proposal will eliminate oral interviews that the Village handled and going with Situational Based Style Assessment. Moving towards this proposal will save the Village a substantial amount of time and money. It was discussed by the Board members that a representative will come to our next meeting with reports and sample questions. The Board will examine the questions that would be used in place of the oral interview portion of the testing process at the next meeting. The Board made the decision to do our own consortium with the next firefighter eligibility list. It was moved by Secretary, Kyle Dolan and seconded by Chairman, Thomas Rachubinski. Motion carried. Executive Session It was moved by Chairman, Thomas Rachubinski, seconded by Vice Chairman, Kenneth Florey to recess to executive session at 8:15 a.m. Motion carried. N. Reconvene The regular meeting of the Lombard Board of Fire and Police Commissioners reconvened at 8:26 a.m. Present: Chairman, Thomas Rachubinski Vice Chairman, Ken Florey Secretary, Kyle Dolan Guests: Police Chief, Roy Newton Fire Chief, Rick Sander Human Resources Director, Kathleen Dunne Attorney, Jason Guisinger Fire Administrative Coordinator, Sheila York Police Administrative Coordinator, Barbara Bartolotte It was moved by Chairman, Thomas Rachubinski, seconded by Secretary, Kyle Dolan to extend conditional offers of employment to police candidates, Carl Pawlowski and Melissa Flores. Motion carried. It was moved by Chairman, Thomas Rachubinski, seconded by Vice Chairman, Kenneth Florey to send letters of denial of employment to 4 police candidates. Motion carried.
