Call to Order and Pledge of Allegiance The Friday, May 18, 2018 meeting of the Lombard Board of Fire and Police Commissioners convened at 7:45 a.m. in the Lombard Village Hall Board Room, 255 East Wilson Avenue, Lombard, Illinois 60148. B. Roll Call of Members Present: Chairman, Thomas Rachubinski Vice Chairman, Kenneth Florey Secretary, Kyle Dolan Guests: Police Chief, Roy Newton Fire Chief, Rick Sander Police Deputy Chief, Tom Wirsing Fire Deputy Chief, Ray Kickert Human Resources Director, Kathleen Dunne Attorney, Jason Guisinger Fire Administrative Coordinator, Sheila York Police Administrative Coordinator, Barbara Bartolotte C. Approval of Minutes It was moved by Chairman, Thomas Rachubinski seconded by Kenneth Florey to approve the minutes from the regular meeting on April 27, 2018. Motion carried. D. Public Participation E. Payment of Bills The Board received Invoice#2923 from Conrad Polygraph in the amount of $855.00 for 7 polygraphs for police candidates; Invoice#195353 from Klein, Thorpe and Jenkins in the amount of $602.00 for legal services and for attorney to attend the Board of Fire and Police Commissioners meeting. It was moved by Chairman, Thomas Rachubinski, seconded by Secretary Kyle Dolan to approve payment of the bills. Motion carried. Correspondence The Board received a copy of a memorandum from Village Manager, Scott Niehaus regarding authorization to proceed with promoting 1 police lieutenant, 2 police sergeants and hiring of 2 police officers; certificate of appointments for Lt. Nevara, Sgt. Cozzi and Sgt. Eakins; and a copy of a memorandum from Fire Lt. Heimbecker to a firefighter/paramedic regarding a verbal reprimand. J. Unfinished Business A consultant went over IO Solutions and their sales pitch for the new firefighter/paramedic hiring process. It was decided by the Board for IO Solutions to reach out to surrounding departments and give the Board members contacts whom use this hiring process, received their opinions regarding same before making a decision to go forward. This will be reviewed again at next months meeting. K. New Business It was moved by Chairman, Thomas Rachubinski, seconded by Vice Chairman, Kenneth Florey to promote Officers Cozzi and Eakins to Police Sergeant and Sgt. Nevara to Police Lieutenant. Motion carried. L. Other Business M. Executive Session It was moved by Chairman, Thomas Rachubinski, seconded by Vice Chairman, Kenneth Florey to adjourn to executive session at 8:15 a.m. Motion carried. Reconvene The regular meeting of the Lombard Board of Fire and Police Commissioners reconvened at 8:36 a.m. Present: Chairman, Thomas Rachubinski Vice Chairman, Kenneth Florey Secretary, Kyle Dolan Guests: Police Chief, Roy Newton Fire Chief, Rick Sander Police Deputy Chief, Tom Wirsing Fire Deputy Chief, Ray Kickert Human Resources Director, Kathleen Dunne Attorney, Jason Guisinger Fire Administrative Coordinator, Sheila York Police Administrative Coordinator, Barbara Bartolotte It was moved by Chairman, Thomas Rachubinski, seconded by Vice Chairman, Kenneth Florey to extend final offers of employment to police candidates, Carl Pawlowski and Melissa Flores. Motion carried. It was moved by Chairman, Thomas Rachubinski, seconded by Vice Chairman, Kenneth Florey to send denial letters of employment to police candidates Robert McNeely, William Mcintyre, John Thara, Jovina Joy, Joseph Bonifas, Nicholas Malecki and Kevin Stelmaszek. Motion carried. It was moved by Chairman, Thomas Rachubinski, seconded by Vice Chairman, Kenneth Florey to send denial letters of employment to firefighter candidates, Zachary Gloodt, Andrew Alegria, and Matthew Reibel.
