Call to Order and Pledge of Allegiance The Wednesday, February 20, 2019 meeting of the Lombard Board of Fire and Police Commissioners convened at 8:00 a.m. in the Lombard Village Hall Board Room, 255 East Wilson Avenue, Lombard, Illinois 60148. B. Roll Call of Members Present: Chairman, Thomas Rachubinski Vice Chairman, Kenneth Florey Secretary, Kyle Dolan Guests: Police Chief, Roy Newton Fire Chief, Rick Sander Fire Deputy Chief, Ray Kickert Human Resources Director, Kathleen Dunne Attorney, Jason Guisinger Police Administrative Coordinator, Barbara Bartolotte C. Approval of Minutes It was moved by Chairman, Thomas Rachubinski seconded by Secretary, Kyle Dolan to approve the minutes from the Regular Meeting on January 25, 2019 and the Special Meeting on February 14, 2019. Motions carried. D. Public Participation E. Payment of Bills The Board received Invoice# 00089560 from Elmhurst Occupational Health in the amount of $420.00 for medical testing for the hiring of a firefighter/paramedic; Invoice# SA000039971 from Stanard & Associates in the amount of $395.00 for personality evaluation for a firefighter candidate; Invoice# SA000039972 in the amount of $395.00 for personality evaluation for a police candidate; Invoice#3256 from Conrad Polygraph in the amount of $960.00 for polygraph examinations for 6 police candidates. It was moved by Chairman, Thomas Rachubinski, seconded by Secretary, Kyle Dolan to approve payment of all bills. Motion carried. Correspondence The Board received a copy of an oral reprimand memorandum from Battalion Chief, Al Greene, to a firefighter/paramedic; a copy of a memorandum from Village Manager, Scott Niehaus regarding authorization to proceed to hire a firefighter/paramedic; a letter addressed to Fire Chief Sander regarding the intent to retire from firefighter/paramedic Tim Hogan. J. Unfinished Business K. New Business It was moved by Chairman, Thomas Rachubinski, seconded by Vice Chairman, Kenneth Florey to proceed with the hire of a firefighter/paramedic due to the retirement of a firefighter/paramedic. Motion carried. L. Other Business M. Executive Session It was moved by Chairman, Thomas Rachubinski, seconded by Vice Chairman, Kenneth Florey to adjourn to executive session at 8:05 a.m. Motion carried. Reconvene The meeting of the Lombard Board of Fire and Police Commissioners reconvened at 8:50 a.m. Present: Chairman, Thomas Rachubinski Vice Chairman, Kenneth Florey Secretary, Kyle Dolan Guests: Police Chief, Roy Newton Fire Chief, Rick Sander Fire Deputy Chief, Ray Kickert Human Resources Director, Kathleen Dunne Attorney, Jason Guisinger Police Administrative Coordinator, Barbara Bartolotte It was moved by Chairman, Thomas Rachubinski, seconded by Vice Chairman, Kenneth Florey to extend conditional offers of employment to police candidates, Ethan Burghart and Heather Willis. Motion carried. It was moved by Chairman, Thomas Rachubinski, seconded by Vice Chairman, Kenneth Florey to send denial letters of employment to police candidates, Michael Herre, Sara Abinska and Tim Nge. Motion carried. O.
