A. Call to Order and Pledge of Allegiance
The Thursday, March 7, 2019 special meeting of the Lombard Board of
Fire and Police Commissioners convened at 8:00 a.m. in the Lombard
Village Hall Board Room, 255 East Wilson Avenue, Lombard, Illinois
60148.
B. Roll Call of Members
Present:
Chairman, Thomas Rachubinski

C. Approval of Minutes
It was moved by Chairman, Thomas Rachubinski, seconded by
Secretary, Kyle Dolan to approve the minutes from the regular meeting
on February 20, 2019. Motion carried.
D. Public Participation
E. Payment of Bills
The Board received Invoice# 00092172 from Elmhurst Occupational
Health in the amount of $700.00 for police candidate medical testing;
Invoice# 3302 from Conrad Polygraph in the amount of $1280.00 for 7
police candidate polygraphs and 1 firefighter candidate polygraph;
Invoice# C44508A from IOS Solutions in the amount of $403.00 for
firefighter recruitment and testing. It was moved by Chairman, Thomas
Rachubinski, seconded by Secretary, Kyle Dolan to approve payment of
all bills. Motion carried.

I. Correspondence
The Board received a copy of a letter of appreciation from Police Chief
Roy Newton to numerous officers regarding their hard work, actions and
individual contributions on an armed robbery/home invasion case that
was a successful resolution.
J. Unfinished Business
It was moved by Chairman, Thomas Rachubinski, seconded by
Secretary, Kyle Dolan to approve the final firefighter eligibility list. Motion
carried.

It was moved by Chairman, Thomas Rachubinski, seconded by
Secretary, Kyle Dolan to adjourn to executive session at 8:05 a.m.

It was moved by Chairman, Thomas Rachubinski, seconded by Vice
Chairman, Kenneth Florey to extend final offers of employment to police
candidates, Ethan Burghart and Heather Willis. Motion carried.
It was moved by Chairman, Thomas Rachubinski, seconded by Vice
Chairman, Kenneth Florey to extend conditional offers of employment to
police candidates, Matthew Kazy-Garey, Kevin Kasher, Adilene Ruiz and
John Fairbairn and a denial letter of employment to police candidate,
Jean Philip Paquin. Motion carried.
It was moved by Chairman, Thomas Rachubinski, seconded by Vice
Chairman, Kenneth Florey to extend a conditional offer of employment to
firefighter/paramedic candidate, Maris Hovee and a denial letter of
employment to firefighter/paramedic candidate Javior Benson. Motion
carried.

It was moved by Chairman, Thomas Rachubinski, seconded by Vice
Chairman, Kenneth Florey to adjourn the special meeting of the Lombard
Board of Fire and Police Commissioners at 8:35 a.m. Motion carried.
