Call to Order and Pledge of Allegiance The Thursday, September 3, 2020 special meeting of the Lombard Board of Fire and Police Commissioners convened at 7:30 a.m. in the Village of Lombard Board Room, 255 East Wilson Avenue, Lombard, Illinois 60148. B. Roll Call of Members Present: Chairman, Thomas Rachubinski Vice Chairman, Kenneth Florey Secretary, Kyle Dolan Guests: Police Chief, Roy Newton Fire Chief, Rick Sander Deputy Fire Chief, Ray Kickert Human Resources Director, Kathleen Dunne Police Administrative Coordinator, Barbara Blankenship C. Approval of Minutes It was moved by moved by Chairman, Thomas Rachubinski, seconded by Vice Chairman, Kenneth Florey to approve the minutes from the regular meeting on July 24, 2020 and the special meeting on August 21, 2020. Motion carried. D. Public Participation E. Payment of Bills The Board received Invoice#SA000044568 from Stanard & Associates in the amount of $395.00 for a personality evaluation for a police candidate; Invoice#SA000044685 from Stanard & Associates in the amount of $395.00 for a personality evaluation for a police candidate; Invoice#00122800 from Elmhurst Occupational Health in the amount of $853.00 for pre-employment medical testing for a police candidate. It was moved by Vice Chairman, Kenneth Florey, seconded by Secretary, Kyle Dolan to approve payment of all bills. Motion carried. Correspondence The Board received a copy of a memorandum addressed to Chairman, Thomas Rachubinski, from Village Manager, Scott Niehaus regarding the authorization to proceed with the hiring of 2 police officers, 1 police lieutenant and 1 police sergeant and a copy of a email addressed to the Fire Department thanking them for their quick response to a fire. J. Unfinished Business The Board received a copy of their schedule for the fire lieutenant oral interviews which they confirmed. K. New Business The Board agreed to the dates, September 9 and 10 for the oral interviews for the police sergeant and lieutenant testing process. L. Other Business M. Executive Session It was moved by Chairman, Thomas Rachubinski, seconded by Vice Chairman, Kenneth Florey to adjourn to executive session at 7:37 a.m. Motion carried. Reconvene The Special Meeting of the Lombard Board of Fire and Police Commissioners reconvened at 7:42 a.m. Present: Chairman, Thomas Rachubinski Vice Chairman, Kenneth Florey Secretary, Kyle Dolan Guests: Police Chief, Roy Newton Fire Chief, Rick Sander Deputy Fire Chief, Ray Kickert Human Resources Director, Kathleen Dunne Police Administrative Coordinator, Barbara Blankenship It was moved by Chairman, Thomas Rachubinski, seconded by Vice Chairman, Kenneth Florey to send a denial letter to police candidate, Kyle Rudauskas. Motion carried. It was moved by Chairman, Thomas Rachubinski, seconded by Vice Chairman, Kenneth Florey to extend a final offer of employment to police candidate, Shijuanna Balles. Motion carried. O.
