A. Call to Order and Pledge of Allegiance
The Friday, December 4, 2020 Meeting of the Lombard Board of Fire
and Police Commissioners convened at 8:00 a.m. in the Village of
Lombard Board Room, 255 East Wilson Avenue, Lombard, Illinois
60148.

C. Approval of Minutes
It was moved by Vice Chairman, Kenneth Florey, seconded by
Chairman, Thomas Rachubinski to approve the Special Meeting on
October 16, 2020 and the Special Meeting on October 30, 2020. Motion
carried.
D. Public Participation
E. Payment of Bills
The Board received Invoice#4097 from Conrad Polygraph in the amount
of $1040.00 for 7 polygraphs for police candidates; Invoice#00127754
from Elmhurst Occupational Health in the amount of $847.00 for police
candidate medical testing. It was moved by Chairman, Thomas
Rachubinski, seconded by Vice Chairman, Kenneth Florey to approve
payment of all bills. Motion carried.

I. Correspondence
The Board received a memorandum from Fire Chief, Rick Sander
regarding his opinion of the testing company performance and his
opinion on how the testing process went for the Fire Lieutenants Exam.
Chairman, Thomas Rachubinski and Vice Chairman, Kenneth Florey
mentioned that they were not happy with the new testing company and
wish not to use them again in the future. This will be discussed further at
a future meeting
Certificates of Appointments to Police Officer for Officer Cory Cairo,
Police Lieutenant Jim Kohl and Police Sergeant Vicente Roman; Letter
of Commendation from Police Chief, Roy Newton to Police Officers
Adam Bruce and Evan Boros for their efforts regarding a home invasion;
Letter of Appreciation from Police Chief, Roy Newton to entire
Investigation Unit for their team effort on solving a home invasion; and a
Memorandum to Chairman, Thomas Rachubinski from Village Manager,
Scott Niehaus authorizing the hiring of 2 Firefighters and promotion of a
Fire Lieutenant and a Fire Battalion Chief.

K. New Business
It was discussed due to the restrictions with COVID that a virtual written
test will be done for the new firefighter/paramedic eligibility list. All
candidates that will be testing virtual will have a camera and the testing
company will be supervising each candidate while they are testing.
Deputy Chief of Fire, Ray Kickert mentioned that the testing start date will
be January 25, 2021 and will be a multiple day testing process. Oral
Interviews will be held in-person in February.
It was also discussed that due to COVID a firefighter/paramedic
candidate called the Fire Chief because he is unable to get his
paramedic certification at this time. Attorney, Jason Guisinger
mentioned that the licensure is required at the time of application and
there will be no waiver given due to COVID at this time.
Deputy Chief Kickert asked that Attorney, Jason Guisinger make the
suggested changes to the Board of Fire and Police Commissioners
Rules and Regulations. The Board approved this. Attorney, Jason
Guisinger will report back to the Board with the proposed changes for
approval from the Board.
Police Chief, Roy Newton mentioned that our police academy has been
suspended at this time due to COVID and we do have a candidate that is
attending the suspended class right now. She is working back with us
doing day to day duties until the academy opens back up. Police Chief
Newton mentioned that he contacted Attorney, Jason Guisinger and
asked him if we could skip candidates on our eligibility list who have to
attend the police academy and if we could go directly to candidates on
our eligibility list who are farther down on the list who are already police
officers and hire them. Attorney, Jason Guisinger said that this was ok
to do and within the rules and regulations.

Chairman, Kenneth Florey to adjourn to executive session at 8:33 a.m.

The Meeting of the Lombard Board of Fire and Police Commissioners
reconvened at 8:50 a.m.

It was moved by Chairman, Thomas Rachubinski, seconded by Vice
Chairman, Kenneth Florey to send a denial letter of employment to police
candidate, Bianca Gutierrez. Motion carried.
It was moved by Chairman, Thomas Rachubinski, seconded by
Secretary, Kyle Dolan to extend a conditional offer of employment to
police candidate, David Bily. Motion carried. This conditional offer is in
reference to the Board of Fire and Police Commissioners Rules and
Regulations, Section 10-2.1-14 that authorizes the BOFPC to appoint a
certified police officer who is number 19 on the police officer eligibility list
in lieu of candidates that are higher up on the eligibility list. This
conditional offer appointment is being made to police candidate David
Bily because those higher up on the eligibility list are not certified police
officers.

It was moved by Chairman, Thomas Rachubinski, seconded by Vice
Chairman, Kenneth Florey to adjourn the meeting of the Lombard Board
of Fire and Police Commissioners at 8:52 a.m. Motion carried.
