Call to Order and Pledge of Allegiance The Friday, January 22, 2021 meeting of the Lombard Board of Fire and Police Commissioners convened at 8:00 a.m. in the Village of Lombard Board Room, 255 East Wilson Avenue, Lombard, Illinois 60148. B. Roll Call of Members Present: Chairman, Thomas Rachubinski Vice Chairman, Kenneth Florey Secretary, Kyle Dolan Guests: Police Chief, Roy Newton Fire Chief, Rick Sander Deputy Fire Chief, Ray Kickert Jason Guisinger, Attorney Human Resources Director, Kathleen Dunne Fire Administrative Coordinator, Sheila York Police Administrative Coordinator, Barbara Blankenship C. Approval of Minutes It was moved by Vice Chairman, Kenneth Florey, seconded by Secretary, Kyle Dolan to approve the minutes of the meeting on December 4, 2020. Motion carried. D. Public Participation E. Payment of Bills The Board received Invoice#SA000045405 from Stanard & Associates in the amount of $395.00 for a personality evaluation for a police candidate; and Invoice#00129917 from Elmhurst Occupational Health in the amount of $710.00 for medical testing for a police candidate. It was moved by Vice Chairman, Kenneth Florey, seconded by Secretary, Kyle Dolan to approve payment of bills. Motion carried. F. Correspondence The Board received a copy of a Memorandum from Police Officer, Evan Boros regarding his resignation with the department; and copies of two letters of appreciation from Police Chief, Roy Newton. One letter addressed to Ofc. Lauer for her work and dedication as class coordinator for the 2020 Citizens Police Academy and second letter addressed to Detective Paula Rojas for her hard work and dedication throughout the years as an Officer of the Traffic Safety Unit. J. Unfinished Business It was moved by Vice Chairman, Kenneth Florey, seconded by Secretary, Kyle Dolan to approve the vendor TPS to handle the Fire Battalion Chief promotional testing process. Motion carried. K. New Business Fire Chief, Rick Sander updated the Board on the firefighter/paramedic entry-level testing. IOSolutions will be handling the testing process. 96 candidates are qualified to take the exam. The Board agreed that the Fire Department will handle the oral interviews for same. L. Other Business M. Executive Session It was moved by Chairman, Thomas Rachubinski, seconded by Vice Chairman, Kenneth Florey to adjourn to executive session at 8:14 a.m. Motion carried. Reconvene The meeting of the Lombard Board of Fire and Police Commissioners reconvened at 8:20 a.m. Present: Chairman, Thomas Rachubinski Vice Chairman, Kenneth Florey Secretary, Kyle Dolan Guests: Police Chief, Roy Newton Fire Chief, Rick Sander Deputy Fire Chief, Ray Kickert Jason Guisinger, Attorney Human Resources Director, Kathleen Dunne Fire Administrative Coordinator, Sheila York Police Administrative Coordinator, Barbara Blankenship It was moved by Vice Chairman, Kenneth Florey, seconded by Secretary Kyle Dolan to extend a conditional offer of employment to firefighter/paramedic candidate, Michael Beckley. Motion carried. It was moved by Vice Chairman, Kenneth Florey, seconded by Secretary Kyle Dolan to send denial letters of employment to firefighter/paramedic candidate, Nicholas Slaboszewski and police candidate, Sean Knudtson. Motion carried. O. Executive Session The appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the public body or legal counsel for the public body, including hearing testimony on a complaint lodged against an employee of the public body or against legal counsel for the public body to determine its validity.
