Call to Order and Pledge of Allegiance The Wednesday, March 24, 2021 regular meeting of the Lombard Board of Fire and Police Commissioners convened at 8:00 a.m. in the Village of Lombard Board Room, 255 East Wilson Avenue, Lombard, Illinois 60148. B. Roll Call of Members Present: Chairman, Thomas Rachubinski Secretary, Kyle Dolan Guests: Fire Chief, Rick Sander Deputy Chief Fire, Ray Kickert Deputy Chief Police, Tom Wirsing Police Administrative Coordinator, Barbara Blankenship C. Approval of Minutes It was moved by Secretary, Kyle Dolan seconded by Chairman, Thomas Rachubinski to approve the minutes from the regular meeting, February 24, 2021 and special meeting, March 5, 2021. Motion carried. D. Public Participation E. Payment of Bills The Board received Invoice#00132208 from Elmhurst Occupational Health in the amount of $781.00 for pre-employment medical testing for firefighter/paramedic; Invoice#216033 from Klein Thorpe and Jenkins in the amount of $396.00 for attorney attendance at Board of Fire and Police Commissioners meetings on 1/8/21 and 1/22/21; Invoice#4255 from Conrad Polygraph in the amount of $480.00 for 3 police candidates polygraphs; Invoice#SA000046354 from Stanard & Associates in the amount of $395.00 for a personality evaluation for a firefighter/paramedic candidate; and Invoice#C49601A from IOS Solutions in the amount of $4587.00 for firefighter/paramedic entry-level recruitment and testing. It was moved by Secretary, Kyle Dolan seconded by Chairman, Thomas Rachubinski to approve payment of all bills. Motion carried. Correspondence The Board received a copy of a memorandum from Village Manager, Scott Niehaus regarding the authorization to proceed with the hiring of one firefighter; a copy of a memorandum from Police Chief Roy Newton to an Officer regarding a notice of written reprimand for a traffic crash; and a copy of a memorandum from Lt. Kohl to Chief Newton regarding the successful 2 year probationary period completion for police officer Heather Willis. J. Unfinished Business It was moved by Secretary, Kyle Dolan seconded by Chairman, Thomas Rachubinski to approve the 2021 Entry-Level Firefighter Eligibility List. Motion carried. K. New Business L. Other Business M. Executive Session It was moved by Chairman, Thomas Rachubinski seconded by Secretary, Kyle Dolan to adjourn to executive session at 8:09 a.m. Motion carried. Reconvene The meeting of the Lombard Board of Fire and Police Commissioners reconvened at 8:14 a.m. Present: Chairman, Thomas Rachubinski Secretary, Kyle Dolan Guests: Fire Chief, Rick Sander Deputy Chief Fire, Ray Kickert Deputy Chief Police, Tom Wirsing Police Administrative Coordinator, Barbara Blankenship It was moved by Chairman, Thomas Rachubinski, seconded by Secretary Kyle Dolan to send a denial letter of employment to police candidate, Megan Gorecki. Motion carried. It was moved by Chairman, Thomas Rachubinski, seconded by Secretary Kyle Dolan to extend a conditional offer of employment to police candidate, Ethan Loh. Motion carried. O.
