A. Call to Order and Pledge of Allegiance
The Friday, November 19, 2021 regular meeting of the Lombard Board
of Fire and Police Commissioners convened at 8:03 a.m. in the Village
of Lombard Board Room, 255 East Wilson Avenue, Lombard, Illinois
60148.
B. Roll Call of Members
Present:
Chairman, Thomas Rachubinski

Deputy Chief of Fire, Ray Kickert
Deputy Chief of Police, Tom Wirsing
Attorney, Jason Guisinger

C. Approval of Minutes
It was moved by Vice Chairman, Kenneth Florey, seconded by
Chairman, Thomas Rachubinski to approve the minutes from the regular
meeting on September 24, 2021. Motion carried.
D. Public Participation
E. Payment of Bills
The Board received Invoice#SA000047830 in the amount of $395.00
from Stanard & Associates for a personality evaluation for a firefighter
candidate; and Invoice#4656 in the amount of $800.00 from Conrad
Polygraph for polygraph examinations for 5 police candidates. It was
moved by Vice Chairman, Kenneth Florey, seconded by Chairman,
Thomas Rachubinski to approve payment of the bills. Motion carried.

I. Correspondence
The Board received a copy of a memorandum regarding Officer
Chadwick Kennedy completing his 2 year probationary period; Letter of
Appreciation to Sgt. Camuy regarding his excellent work being the SLEA
class supervisor; memorandum from Village Manager, Scott Niehaus to
Chairman, Thomas Rachubinski authorizing to proceed with the
promotion of one fire lieutenant and hiring of one firefighter/paramedic;
and a copy of correspondence from Fire Lt. Kielczynski giving his notice
to retire.
J. Unfinished Business
K. New Business
It was moved by Vice Chairman, Kenneth Florey, seconded by
Chairman, Thomas Rachubinski to promote firefighter Jack Shafer to
Fire Lieutenant. Motion carried.
The Rules and Regulations additions and deletions will be discussed at
the next monthly meeting.
Fire Chief Rick Sander mentioned that their Firefighter/Paramedic
Eligibility List is exhausted. The Board approved for testing to move
forward with IOS Solutions.

It was moved by Chairman, Thomas Rachubinski, seconded by Vice
Chairman, Kenneth Florey to adjourn to executive session at 8:16 a.m.

The regular meeting of the Lombard Board of Fire and Police
Commissioners reconvened at 8:25 a.m.

It was moved by Chairman, Thomas Rachubinski, seconded by Vice
Chairman, Kenneth Florey to extend conditional offers of employment to
police candidates, Jashuwa Turbe and Cesar Castellanos. Motion
carried.
It was moved by Chairman, Thomas Rachubinski, seconded by Vice
Chairman, Kenneth Florey to send denial letters of employment to police
candidates, Douglas Kucik, Manuel Figueroa, Michael Sarni, Syed
Lateef, Mitchell Austell, and Jalal Khater. Motion carried.
O. Adjournment
It was moved by Chairman, Thomas Rachubinski, seconded by Vice
Chairman, Kenneth Florey to adjourn the regarding meeting of the
Lombard Board of Fire and Police Commissioners at 8:27 a.m. Motion
carried.
